Dr. Wright : To ask the Secretary of State for Scotland if he will list those responsible for making appointments of (a) chairs and (b) members of the boards of local enterprise companies.
Mr. Stewart [holding answer 15 December 1993] : The boards of local enterprise companies consist of directors who have formed companies under the Companies Act 1985, and have entered into contracts with Scottish Enterprise or Highlands and Islands Enterprise. The arrangements for appointing chairmen and directors are a matter for individual local enterprise companies, subject to the terms of their respective memoranda and articles of association, which must be approved by Scottish Enterprise or Highlands and Islands Enterprise.
Mr. Peter Bottomley : To ask the Secretary of State for Scotland what powers he has to aid improvements, improving safety, of islands and mainland harbours.
Lord James Douglas-Hamilton [holding answer 15 December 1993] : My right hon. Friend the Secretary of State has power to provide financial assistance to harbour authorities, including Caledonian MacBrayne, for the improvement of transport piers and harbours in the highlands and islands. He also has power to assist fishery harbour works throughout Scotland. The relevant legislation is as follows. Harbour authorities are responsible for safety.
Congested Districts (Scotland) Act 1897.
Highlands and Islands Shipping Services Act 1960.
The Fisheries Act 1955.
Mr. Chisholm : To ask the Secretary of State for Scotland what is (a) the 1993-94 estimated outturn and (b) the 1994-95 planned provision of central government net capital expenditure in Scotland.
Mr. Stewart [holding answer 14 December 1993] : The information is (a) £1,125 million and (b) £1,206 million respectively, resulting in an increase of over £80 million or 7.1 per cent.

The figures for both years exclude expenditure brought forward from previous years under the end-year flexibility arrangements. They also exclude capital expenditure funded from the European regional development fund.The planned provision for 1994-95 is provisional since detailed expenditure allocations are subject to revision until final plans are published in the departmental report "Serving Scotland's Needs" and the supply estimates.
Mr. McAllion : To ask the Secretary of State for Scotland how many YTS or YT places there were in (a) Dundee and (b) Scotland in each of the past five years for which figures are available ; (2) what were the numbers of YTS or YT places contracted with managing agents in (a) Dundee and (b) Scotland in each of the past five years for which figures are available.
Mr. Stewart : The information requested on YTS/YT places contracted with managing agents is available only in respect of Scotland as a whole. Numbers of places were as set out in the table.

Figures for the period before 1986-87 are not available. On 1 April 1991 Scottish Enterprise, Highlands and Islands Enterprise and their networks of local enterprise companies took over responsibility for delivering youth training in Scotland. Local enterprise companies contract to provide numbers of training weeks, and numbers of places are not therefore available. Figures for 1990-91 are not available because of disruption to the management information gathering system during 1990-91.
Mr. Redmond : To ask the Secretary of State for Defence (1) what is the current in-service date for the ground proximity warning system for the Jaguar aircraft ;
(2) if he will list the dates of key project milestones for the development of ground proximity warning systems for (a) the Tornado GR, (b) the Tornado F3, (c) the Harrier GR5/7, (d) the Hawk, (e) The Tucano and (f) The Hercules ; what plans he has to fit such a system to the Eurofighter in RAF service ; and what other types in United Kingdom military service are under consideration for fitment of such a device.
Mr. Hanley : The only such project which currently has formal project milestones is the fitment of a ground proximity warning system to the Jaguar aircraft, the in-service date for which is 1997. We are also considering fitting such systems to the Tornado GR1/1A and F3, Harrier GR7 and T10, Hawk, Tucano and Eurofighter 2000 aircraft.

Mr. Redmond : To ask the Secretary of State for Defence if he will list the titles, names of contractors and dates of all external research contracts on behalf of the National Air Traffic Services since 1985.
Mr. Hanley : My Department does not place contracts on behalf of NATS. This is done by the Civil Aviation Authority. Additionally, information relating to contracts placed before 1988 is not held centrally and could not be provided without disproportionate cost and effort. However, I am able to provide the following details. Since 1 April 1988, some 378 contracts have been placed. These contracts cover a wide range of subjects including the development of improved air traffic control systems ; airport and airspace capacity studies ; safety studies ; cost-benefit analyses ;
development/improvement of communication, navigation and surveillance systems.
Details of all companies to whom contracts have been awarded since 1985 again could not be provided without disproportionate cost. Companies awarded contracts since April 1991 are :
