Mr. Trimble : To ask the Parliamentary Secretary, Lord Chancellor's Department how many persons have been appointed deputy county court judges in Northern Ireland in the current year ; and for what periods such appointments have lasted.
Mr. John M. Taylor : Thirteen persons have been appointed deputy county court judges in Northern Ireland since 1 January 1993, each appointment being made for a period of three years.
Mr. Trimble : To ask the Parliamentary Secretary, Lord Chancellor's Department if he will list all the functions organised by the Northern Ireland court service to which officials of the Irish Republic were invited in 1992 and 1993.
Mr. John M. Taylor : The only function organised by the Northern Ireland court service to which officials of the Government of the Irish Republic were invited in 1992 and 1993 was the Christmas drinks party hosted by the directorate.

Mr. John M. Taylor : At present two county court vacancies exist in Northern Ireland.

Mr. John M. Taylor : The Chancellor's Department has employed the following press officers : in 1983--one ; in 1984--one ; in 1985--two ; in 1986--two ; in 1987--two ; in 1988--two ; in 1989--three ; in 1990--four ; in 1991--six ; in 1992--six ; in 1993--seven.
Mr. Corbyn : To ask the Parliamentary Secretary, Lord Chancellor's Department what reports he has received from the Legal Aid Board in respect of the average time taken to pay solicitors interest payments made on the payments and negotiations between solicitors and the board ; and if he will make a statement.
Mr. John M. Taylor : The Legal Aid Board has extensive contact with the Law Society, including many meetings at which a wide range of matters are discussed. The board reports annually to the Lord Chancellor. Details about the time taken to pay lawyers' bills are included in the report. The board's targets and performance for the year to date are set out in the table. The board's payment targets are short and are generally met. It is therefore not appropriate to pay interest. On rare occasions it makes an ex -gratia compensation payment where there has been an error by the board which caused undue delay in payment.

Mr. Pawsey : To ask the Parliamentary Secretary, Lord Chancellor's Department for what reason small motor accident claims are excluded from the small claims court procedure in Northern Ireland.
Mr. John M. Taylor : The scope of the small claims procedure in Northern Ireland is a matter for the Northern Ireland County Court Rules Committee. In line with the different historical development of the procedure in that jurisdiction, motor accident claims are currently excluded from the small claims court. In the light of a recent report by the General Consumer Council for Northern Ireland, I understand that the Rules Committee will be invited to re-examine this issue early in the new year.

Mr. Tom Clarke : To ask the Secretary of State for Foreign and Commonwealth Affairs which companies benefited from the training for investment personnel scheme in each year since the scheme's inception.
Mr. Lennox-Boyd : A total of 102 businesses have taken up training for investment personnel scheme grant offers under the know-how fund since 1990. A list has been placed in the Libraries of the House.
Mr. Tom Clarke : To ask the Secretary of State for Foreign and Commonwealth Affairs (1) how many pre-investment feasibility studies have been carried out in each year since the know-how funds' creation ; and what was the total cost in each year of the Government contribution to the cost of those studies ;
(2) how many pre-investment feasibility studies have resulted in projects or investments going ahead, by year, since the creation of the know-how funds.

The training can take place either in the United Kingdom, or in-country, or-very often-both. Training in the United Kingdom is limited to small numbers of key personnel, whereas in-country training is usually spread more widely among operational staff. A priority in all cases is to identify and train indigenous trainers who can multiply and continue the training provided under the TIPS scheme. The rate and amount of grant offered varies in each case, up to a maximum of £50,000.
Mr. Matthew Taylor : To ask the Secretary of State for Education what arrangements are made to ensure that special advisers to Ministers in his Department do not have access to the kind of information, and are not involved in the type of business, that would be likely to create suspicion of impropriety in relation to subsequent employment.
Mr. Robin Squire : Care is taken to ensure that the special adviser does not have access to the kind of information likely to create suspicion of impropriety. The special adviser is not involved in evaluating tenders or letting contracts.

Sir Thomas Arnold : To ask the Secretary of State for Education what information he has about the number of staff employed other than in schools by the Stockport local education authority ; and what are the corresponding figures for earlier years.
Mr. Robin Squire : Information on the number of employees of each local education authority is compiled by the Local Government Management Board from data collected on behalf of the Joint Staffing Watch. The table shows the total numbers of teaching staff and other education staff employed by the Stockport local authority, both in schools and elsewhere. It is not possible to separate out those among them who were not employed in school.

Mr. Dunn : To ask the Secretary of State for Education how many student unions are affiliated to the National Union of Students ; and which student unions have opted out or have attempted to opt out of the National Union of Students in the past five years.
Mr. Boswell : Affiliation arrangements are a matter between the National Union of Students and the student unions at institutional level. Comprehensive information on student unions' affiliation decisions is not available centrally.
The NUS's annual report for 1991-92 indicates that some 800 student unions throughout the United Kingdom were affiliated. The information available to the Department is that the student unions at Edinburgh, Glasgow and St. Andrew's universities, and at King's and Imperial colleges, London, are not currently affiliated to the NUS.

Mr. Dunn : To ask the Secretary of State for Education if he will publish the amount of money given to the National Union of Students (a) directly and (b) indirectly by the Government in the last year for which figures are available.
Mr. Boswell : The National Union of Students is not supported directly from central Government funds. It is a confederation of campus student unions and depends for its main income on affiliation fees from local unions. Student unions' funds originate from a variety of sources : principally profits on their trading activities, and block grant from their parent institutions, paid out of funds deriving from a mix of public and private sources. NUS affiliation fees for 1991-92 amounted to £2.57 million, some 93 per cent. of a total NUS income of £2.76 million.
Mr. Spearing : To ask the Secretary of State for Education how many copies of his draft code of practice on the identification and assessment of special needs have been printed ; to whom and how many an initial distribution was made ; how many were distributed in response to requests ; and if he will ensure that at least one copy will be dispatched to each maintained school in England and Wales.
Mr. Robin Squire : As of 15 December, a total of 23,000 copies of the draft code had been printed. The Department made an initial distribution of over 1,000 copies of a first print run of 2,500 to all local education authorities, social services departments and regional and district health authorities, as well as to other interested bodies, such as voluntary organisations and teacher unions.
The Department's distribution centre has distributed a further 22, 000 copies of the draft code in response to requests. Our intention is, subject to Parliament's approval, to issue a revised version of the code in the early summer, to come into effect on 1 September. We shall send copies to all maintained schools and take steps to ensure that the code's messages are widely understood.
Mr. Corbyn : To ask the Secretary of State for Education how many hours on average of music education were available per pupil in (a) infant, (b) primary and (c) secondary schools in 1989-90, 1990-91 and 1991-92 ; and if he will make a statement on Government policy in this area.
Mr. Robin Squire : The information requested for infant and junior schools is not centrally available.
Information is available for 1992 for secondary schools from the secondary schools staffing surveys which collected data from representative samples of maintained secondary schools in England. The table shows the percentage of total pupil periods recorded as having been spent on music for pupils in each year group.

Music is a foundation subject in the national curriculum. For the first time, all pupils will complete a full and rigorous course in music, up to the age of 14. Mr. Robin Squire : The grant-maintained schools listed in table 1 have published proposals under section 89 of the Education Reform Act 1988 to make a significant change in the character of the school by extending the school's age range or by the introduction of arrangements for the admission of pupils by reference to ability or aptitude.
My right hon. Friend has approved a large number of changes to the admissions criteria of grant-maintained schools which have not required statutory proposals. Table 2 lists those agreed or under consideration which involve selection of up to 10 per cent. of the school's intake of the basis of aptitude or ability in music, sport, drama, dance, art or technology. I shall write to the hon. Member as soon as possible giving details of all other changes that have been approved or requested.

Mrs. Ann Taylor : To ask the Secretary of State for Education how many local education authorities have been required by his Department to justify the text of publications relating to grant-maintained status ; how many of these publications have been found to be (a) misleading and subject to further action and (b) not misleading and hence not subject to further action ; and how many local education authorities, or their officers, have been sent an apology for the unjustified suggestion that publications have been misleading.
Mr. Robin Squire : Over the past 18 months, the Department has corresponded with more than 60 local education authorities about publications relating to grant-maintained status. In nearly all cases, officials have pointed out and sought comments on potentially misleading statements in one or more documents issued by the authority. Where appropriate, local education authorities are asked to correct misleading statements and include the correct version in their future publications on grant-maintained status. The Department does not keep summary records of the outcome of this correspondence.
Mr. Mackinlay : To ask the Secretary of State for Education if primary schools, subject to local management of schools must meet the cost of administering, invigilating and staffing entrance examinations to (a) opted-out schools and (b) independent schools.
Mr. Robin Squire : Arrangements for holding entrance examinations are a matter for the schools concerned, involving the LEA as appropriate.
Mr. Sedgemore : To ask the Secretary of State for Education if he will incorporate the advice of the British Medical Association and others contained in the document

"Confidentiality and People Under 16" in the guidelines on sex education he is sending out for consultation ; and if he will make a statement.Mr. Robin Squire : Consultative draft guidance on the new arrangements for sex education in schools in England was published on 6 December 1993, inviting comments by 18 February 1994. A copy has been sent to the British Medical Association. The draft guidance addresses issues of confidentiality as they apply to schools. Any views expressed by the British Medical Association or others will be taken into account in preparing the guidance in final form which we intend to issue to schools next spring.
Mr. Straw : To ask the Secretary of State for Education if he will list the regional and area offices of his Department, of the Office for Standards in Education, of the higher, and further education funding councils, of the Funding Agency for Schools and of other public bodies for which he is responsible.
Mr. Boswell : The Department does not have separate regional or area offices. Of the Department's 2,255 staff, 1,200 are based in London and 1,055 are on five sites in Darlington.
The Further Education Funding Council has the following regional offices :

Other non-departmental public bodies for which my right hon. Friend has responsibility do not have separate regional offices. In the case of OFSTED, I am asking Professor Sutherland to write to the hon. Member direct with the information.
Mr. Meacher : To ask the Secretary of State for Education what proportion of correspondence received by (a) his Department and (b) each of his Department's agencies receives (i) an
acknowledgement within five days and (ii) a substantive reply within 15 days.
Mr. Boswell : In accordance with recommendations made in 1990 by the Government's efficiency unit, the Department no longer routinely issues acknowledgements to letters which are to be replied to by Ministers. Of the nearly 3,500 ministerial replies issued between 1 September 1993 and 30 November 1993, 76 per cent. were issued within three weeks and 90 per cent. within four weeks of receipt of the incoming letter.
The Department does not collect the data requested for incoming letters which are to be replied to by officials.
In line with the Department's approach, the Teachers Pensions Agency does not issue routine acknowledgements. Between 1 April and 30 November, the TPA replied to 98 per cent. of ministerial correspondence and

85 per cent. of general correspondence within 15 days. The figures are based on the 80 per cent. of correspondence that is subject to detailed monitoring.Mrs. Ann Taylor : To ask the Secretary of State for Education if he will name the institution to which he referred, in a broadcast interview on the BBC programme "The World this Weekend", on 14 November, as having provided no school-based experience during the first two years of a teacher training course ; and if he will describe the action he has taken to remedy the situation.
Mr. Patten : It would not be appropriate to name an individual institution on the basis of comments made to me in confidence by a constituent. I am confident that the new criteria for courses of initial teacher training which I have published in recent circulars will, when fully implemented, ensure that all student teachers receive suitable classroom experience throughout their training.
Mr. Straw : To ask the Secretary of State for Education what requirements are imposed on (i) maintained county and voluntary schools, (ii) grant-maintained schools, (iii) city technology colleges, (iv) colleges of further education and sixth form colleges, (v) the Funding Agency for Schools and (vi) the further education and the higher education funding councils, to hold meetings in public of the main governing body concerned, any committees, and any sub-committees ; and what rights of access the public have to agendas, minutes, and reports to such bodies, committees and sub-committees.
Mr. Boswell : All these bodies are free if they wish, but are not required by law, to admit members of the public to meetings. Governing bodies of maintained county and voluntary schools, grant-maintained schools, and further education and sixth form colleges are required to ensure that copies of agendas, minutes and reports in relation to every meeting of the governing body are made available at the institution to any person wishing to inspect them. Material relating to named pupils or students and to staff, and to any members which the governing body regard as confidential, may be omitted.
Mrs. Ann Taylor : To ask the Secretary of State for Education if he will list (a) the number of staff employed by the National Curriculum Council who were made redundant as a result of the dissolution of that council, (b) the total sum of redundancy payments received by staff employed at the National Curriculum Council and (c) the cost of relocating staff formerly employed by the National Curriculum Council and now employed by the School Curriculum and Assessment Authority.
Mr. Robin Squire : A total of 61 former employees of the National Curriculum Council--NCC--were made redundant at a cost of £1.76 million. The eventual cost of relocating former NCC staff who are now employed by the School Curriculum and Assessment Authority--SCAA--is estimated at £0.7 million. These one-off costs should be set against estimated annual efficiency savings of

£1.4 million as a result of dissolving the NCC and the School Examinations and Assessment Council and establishing the SCAA.Mrs. Ann Taylor : To ask the Secretary of State for Education if he will list the applications received and payments made for special purpose grant--restructuring--in respect of head teacher posts in grant-maintained schools.
