Mr. Kevin Hughes : To ask the Secretary of State for the Environment (1) when he now expects the agreement between Fisons and English Nature over Thorne and Hatfield moors to be signed ; (2) what information he has on the legal complexities preventing the signature of the proposed agreement between Fisons and English Nature over the future of Thorne and Hatfield moors.
Mr. Atkins : Conveyancing work and other legal matters have been time consuming but conditions associated with the proposed lease back are now mostly resolved. English Nature and Fisons hope to conclude matters shortly.
Mr. Kevin Hughes : To ask the Secretary of State for the Environment (1) what percentage of the total budget for English Nature was spent on work on Fison's peatlands on Thorne and Hatfield moors in each of the years since 1991 ;
(2) how much money was spent by English Nature on work on Fisons' peatlands on Thorne and Hatfield moors in each year since 1991.

Mr. Llew Smith : To ask the Secretary of State for the Environment what assessment he has made of the pollution effects of used condoms discarded into the sewage system.
Mr. Atkins : The discharge of used condoms and other sewage-related debris in effluent has unsightly effects. Most of this material is intercepted and dealt with effectively by the sewerage system. Improvements planned for outfalls and treatment works will further reduce this form of pollution.
Mr. Heald : To ask the Secretary of State for the Environment when he expects the outcome of the planning inquiry into Radwell motorway services station to be announced.
Mr. Baldry : The inspector's report into this planning appeal has yet to be received, although I understand it is almost complete. Depending on the complexity of an appeal, we normally expect to be able to issue a decision within eight weeks of receipt of a report. In this case, I expect the Secretary of State's decision to be issued by early April.
Mr. Raynsford : To ask the Secretary of State for the Environment if he will publish a table showing the allocation of Housing Corporation approvals to co-operative housing associations in London over the financial years 1990-91 to 1994-95, indicating the financial allocation, the number of homes to be created and the proportion of the total programme allocated to co-operatives in each year.
Sir George Young : The table below sets out the requested information on allocation of Housing Corporation approvals to co-operative housing associations in London over the financial years 1990-91 to 1994-95. The Housing Corporation also makes significant and increasing allocations to other housing associations for housing which, when developed, will be either owned or managed by co-operative housing associations.

Mr. Chris Smith : To ask the Secretary of State for the Environment if he will list those rivers and waterways recommended by the National Rivers Authority for priority clean-up under the Water Act 1989 ; and which of these waterways will receive treatment during the next six years.
Mr. Atkins : A list of the water quality schemes in England and Wales recommended by the National Rivers Authority has been placed in the Library of the House. These schemes are still under review as part of the wider review of water company investment and charges by the Director General of Water Services.
Mr. Morley : To ask the Secretary of State for the Environment if he will give details of licences issued under section 16 of the Wildlife and Countryside Act 1981 to destroy protected species in 1991, 1992 and 1993.
Mr. Atkins : Details of licences issued under section 16 of the Wildlife and Countryside Act 1981 in respect of wild birds are contained in the reports by the United Kingdom to the European Community on derogation under article 9 of the directive on the conservation of wild birds-- 79,409/EEC--for the years 1991 and 1992. Figures for 1993 are not yet available. Copies of the derogation report are held in the Library of this House.
Set out is a table of licences issued in England, Scotland and Wales in 1993, and those issued in Scotland and Wales in 1991 and 1992. The figures for England for those years cannot be provided without disproportionate costs being incurred, as English Nature--the licensing authority--only has manual records prior to 1993.
Licences under section 16 are also issued by the Minister for Agriculture, Fisheries and Food, and the Secretaries of State for Scotland and for Wales. I will write to the hon. Member when details are available.

percentage of the United Kingdom market ; and what were the comparable figures by value and import penetration five years ago.Mr. Baldry : The table gives the estimated value of building materials imported during 1992, the latest year for which comprehensive information is available, together with the equivalent figures for 1988. Reliable information on import penetration will not be available until the information on United Kingdom production has been harmonised with overseas trade using the new PRODCOM classification ; the first results of which are expected to be available this autumn.
