Mr. Kilfoyle : To ask the President of the Board of Trade who are the members currently appointed to the electricity consumers committee for each region.
Mr. Eggar : Under the Electricity Act 1989 the Director General of Electricity Supply must consult the Secretary of State on the appointment of chairmen to the regional electricity consumers committees. A list of chairmen was published in the Office of Electricity Regulation's annual report of 1992, which has been presented to Parliament in pursuance of section 50 of the Act. Other members of the committees are appointed by the director general in consultation with the individual chairmen. I have asked the director general to send the hon. Member a list of all current consumer committee members.

Ms Lynne Jones : To ask the President of the Board of Trade what assessment he has made as to the effect of the GATT on employment.
Mr. Needham : Studies by the OECD, the World bank and a number of other independent bodies have forecast substantial gains in world income as a result of the completion of the Uruguay round. I am therefore confident that the success of the round will bring significant increases in United Kingdom output and employment over the next decade, as well as boosting business confidence in the short term.
Mr. Waterson : To ask the President of the Board of Trade when he plans to make available documents relating to the Coal Authority and the proposed licensing regime for the privatised coal industry.
Mr. Eggar : The Coal Industry Bill provides for the establishment of a new public sector body, the Coal Authority, to carry out a number of functions, including the licensing of coal mining. I am today making available to the House copies of an explanatory note describing how it is envisaged that the Coal Authority will carry out those functions, and draft model licensing documents. We shall also be using those documents as the basis for a consultation exercise.
The proposed regime has been carefully designed to provide a flexible and impartial means of access to coal reserves in a way that facilitates the development of the industry, promotes competition and gives proper protection to third parties.
Mrs. Ewing : To ask the President of the Board of Trade what is the current annual level of expenditure by his Department into investigation of potential renewable energy sources in (a) wind power, (b) off-shore wave power, (c) on-shore wave power and (d) solar power ; and if he will list the current expenditure patterns by (i) EU countries and (ii) European Free Trade Area countries.
Mr. Eggar : The annual level of research and development expenditure on these programmes over the previous three financial years--1990-91, 1991- 92 and 1992-93--has averaged £6,630,000 for wind power, £189,000 for shoreline wave power, plus £206,000 for wave power more generally, including off-shore wave power, and £2,260,000 for solar power. My Department does not maintain records on the current expenditure patterns of either EU or EFTA countries.
Sir Thomas Arnold : To ask the President of the Board of Trade (1) what is his policy towards imports into the EC of aluminium from Russia ;
(2) if it is his policy to (a) extend and/or (b) increase EC quotas for aluminium from Russia ;
(3) what assessment he has made of whether Russia is dumping aluminium in the EC.
