Police Co-operation

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department what measures he will take to improve police co-operation and the sharing of evidence with local housing authorities where their tenants are behaving in a criminal and anti-social manner.

Mr. Charles Wardle : This is entirely a matter for the chief officer of the police force concerned.

Joseph Kasser

Mr. Mackinlay : To ask the Secretary of State for the Home Department if he will make a statement on the co-operation between the Customs and Excise and No. 2--north-east--regional crime squad in relation to the case which resulted in the conviction on drugs charges of Joseph Kasser in January at Newcastle Crown court.

Mr. Charles Wardle : Two defendants in this case are still awaiting trial and it would therefore be inappropriate for me to comment while the case is sub judice.

Child Abuse

Mrs. Golding : To ask the Secretary of State for the Home Department how many reported cases of child abuse there have been in each year since 1988 in (a) England and (b) Wales ; how many prosecutions there have been in each of those years ; and how many convictions have been obtained in each of those years.

Mr. Maclean : The available information is given in the tables. It is not possible from the information held centrally to identify all offences where the victim is aged under 16 years ; children may also have been the victim of other offences--such as murder--which are not defined by reference to the victim's age.

Stolen Horses

Mr. Morley : To ask the Secretary of State for the Home Department if he will list, by county, the number of reported incidents of horses being stolen in each of the last three years.

Mr. Maclean : The information requested is not collected centrally.

Loans

Mr. Matthew Taylor : To ask the Secretary of State for the Home Department if he will list, for each scheme operated by his Department under which loans are available, the objectives of the scheme, the number of unrecovered loans, the total value of unrecovered loans, the average number of unrecovered loans for each year since 1990, the average value of unrecovered loans for each year since 1990 and the annual cost of recovering loans.

Mr. Howard : Long-term loans have been made by my Department to the Fire Service College, a trading fund, for capital expenditure in 1992-93 and 1993-94. All proper repayments have been made when due.

Electoral Registration

Mr. Barnes : To ask the Secretary of State for the Home Department if he has made an assessment of the value of and applicability of citizens charter type principles to electoral registration ; and if he will make a statement.

Mr. Peter Lloyd : Electoral registration officers have a statutory duty to compile a comprehensive electoral register. Electors' rights are enshrined in statute and remedies are available through the courts in cases where rights have been denied. My right hon. and learned Friend therefore has no plans to introduce a charter covering this area.

North Wales Police Helicopter

Mr. Alex Carlile : To ask the Secretary of State for the Home Department how often the North Wales police helicopter is used for transporting accident victims to hospitals or transferring patients from one hospital to another ; how much has been reclaimed from the health authorities for this service ; and if he will make a statement.

Mr. Charles Wardle : Between 1 October 1992 and 31 December 1993 a total of 65 casualties were conveyed to hospital by helicopter--3 per cent. of the helicopter's total usage. No payment has been requested from health authorities in respect of casualty evacuations in this financial year. Negotiations are taking place with the North Wales ambulance trust about charges in the next financial year when the helicopter is used at the trust's request.

The use of the helicopter in medical emergencies is confined to cases where the casualty's life is at risk, or where the use of a land vehicle would be impractical. The police helicopter may also be used to move patients between one hospital and another where such assistance is likely to save life. The sum of £4,900 has been received from hospitals for three such flights in the current financial year.

Mr. Alex Carlile : To ask the Secretary of State for the Home Department what is the monthly operating cost of

the North Wales constabulary's helicopter ; what is the helicopter's total mileage since being brought into service ; and if he will make a statement.

Mr. Charles Wardle : The average monthly cost of the North Wales police helicopter in 1993-94 is expected to be about £59,000. This includes an element of cost involved in establishing the air support unit, and therefore should reduce next year.

Helicopter usage is measured in flying hours rather than by distance covered. From the start of the operation on 1 October 1992 up to 31 December 1993, the helicopter recorded 795 flying hours.

Correspondence

Mr. Soley : To ask the Secretary of State for the Home Department when the hon. Member for Hammersmith may expect an answer to his letters of 11 October and 22 November 1993 concerning the effectiveness of the 27 points he announced to deal with crime.

Mr. Maclean : I wrote to the hon. Member on 20 January 1994.

Search Warrants

Mrs. Roche : To ask the Secretary of State for the Home Department whether his Department grants the power to execute a search warrant to anyone other than police officers where inquiries are being made into the immigration status of someone who is known or suspected to be in breach of immigration laws.

Mr. Charles Wardle : Paragraph 17(2) of schedule 2 to the Immigration Act 1971 provides for a warrant granted by a justice of the peace to enter premises to search for a person liable to detention, to be executed only by a constable.

Section 16(2) of the Police and Criminal Evidence Act 1984 provides that such a warrant may authorise persons to accompany any constable who is executing it.

Dorothy Nwokedi

Mrs. Roche : To ask the Secretary of State for the Home Department (1) if the aircraft commander on the plane in which Dorothy Nwokedi was deported had given explicit authorisation for the use of the restraints used upon her ;

(2) if he will publish the record of the reasons for the use of restraints used on Dorothy Nwokedi and of the aircraft commander's authority.

Mr. Charles Wardle : Measures were taken to restrain Mrs. Nwokedi on board the aircraft in order to avoid endangering the safety of others on board. The captain's authorisation was not explicitly sought, but he was fully aware of the measures taken and has confirmed that he was satisfied that they were necessary for the safety of other passengers.

Statutory Sick Pay

Mr. Ingram : To ask the Secretary of State for the Home Department, pursuant to his answer of 17 January, Official Report, column 375 , what estimate he has made of the additional costs, net of any reduction in employer's national insurance contributions, to his departmental budget for the financial year 1994-95 resulting from the changes in statutory sick pay provision.

Mr. Howard : No precise estimate has been made, but the additional costs are expected to be approximately £1.4 million.

Local Government Grants

Mr. Corbyn : To ask the Secretary of State for the Home Department if he will list the total grant allocation made under section 11 of the Local Government Act 1966 for the years 1993-94 and 1994-95 ; and if he will list the individual allocations for each local authority for 1993-94 and 1994-95.

Mr. Peter Lloyd : Total provision for section 11 grant in 1993-94 is currently £130.8 million. The corresponding figure for 1994-95 amounts to £111.5 million. This includes funding transferred to the new single regeneration budget. I shall write to the hon. Member on the second part of his question.

Early Release Prisoners

Mr. Win Griffiths : To ask the Secretary of State for the Home Department how many prisoners in each of the last six months have been released from prison on parole, licence or any other scheme for the early or temporary release of prisoners ; how many committed offences or have been charged with committing offences while released under these schemes ; and what were the offences concerned.

Mr. Peter Lloyd : Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

Letter from Derek Lewis to Mr. Win Griffiths, dated 24 January 1994 :

EARLY OR TEMPORARY RELEASE OF PRISONERS

The Home Secretary has asked me to reply to your recent Question asking how many prisoners in each of the last six

months have been released from prison on parole, licence or any other scheme for the early or temporary release of prisoners ; how many committed offences or have been charged with committing offences whilst released under these schemes ; and what were the offences concerned.

I regret that there is currently no accurate information available for the numbers released from prison in recent months. however, all those discharged from determinate sentences are released early either under the 1991 CJA or, for those sentenced before 1 october 1992, previous legislation. The average number discharged is about 4,000 a month. At present we have no central information on the numbers released on temporary absence nor on those committing or charged with committing offences whilst released, either temporarily or otherwise. We are considering whether and if so how such information can be made available in the future.

Escaped Prisoners

Mr. Win Griffiths : To ask the Secretary of State for the Home Department if he will list the prisons from which there have been escapes in each of the last five years ; how many prisoners were involved in each escape ; how long it was before they were recaptured ; and what further offences, if any, were committed during the escape period.

Mr. Peter Lloyd : Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

Letter from Derek Lewis to Mr. Win Griffiths, dated 24 January 1994 :

The Home Secretary has asked me to reply to your recent Question asking for details of the prisons from which there have been escapes in each of the last five years ; the number of prisoners involved in each escape ; the period before recapture ; and any further offences committed during the escape period.

I attach a table which lists the prisons from which prisoners have escaped, the number of prisoners involved and the number of escapees still unlawfully at large, as recorded by the Incident Management Support Unit.

The further offences committed by escaped prisoners is not recorded centrally, and the time spent unlawfully at large could only be calculated at disproportionate cost.

Prisons (Drugs)

Mr. Hinchliffe : To ask the Secretary of State for the Home Department how many persons have died in British prisons as a result of the use of unlawful drugs in each year since 1988.

Mr. Peter Lloyd [holding answer 21 January 1994] : Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

The Home Secretary has asked me to reply to your recent Question about the number of people who have died in British prisons as a result of the use of unlawful drugs in each year since 1988. Information from the outcome of post mortem examinations does not always provide details of the drugs which may be implicated in deaths. In England and Wales the information available centrally, which may not be complete, on deaths in prison which were attributable to illicit drugs which are not pharmaceutical preparations is as follows :

Directorate of Telecommunications

Mr. Allen : To ask the Secretary of State for the Home Department what response he has made to the request from the three civil service unions for a meeting to discuss the directorate of telecommunications ; and if he will make a statement.

Bail Hostels

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department what would be the annual saving arising from the closure of bail hostels in the west midlands area.

Mr. Maclean : We expect the savings to be in the order of £200,000 in 1994-95 and £400,000 for 1995-96.

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department what was (a) the average cost of a place in a bail hostel in the west midlands, (b) the average length of stay and (c) the average cost of a prison remand place in the west midlands ; and if he will give weekly figures from the latest available information.

Mr. Maclean : (a) The average weekly cost in 1993-94 is £243 ; (b) this information is not readily available in the form requested ; (c) costs for remand prisoners are not kept separately. For 1992-93, the average weekly net operating cost per prisoner at Birmingham prison--the only prison in the west midlands--was £383. Remand prisoners represent just over 40 per cent. of these prisoners.

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department what is his estimate of the number of persons who will be remanded into custody as a result of the closure of bail hostels in the west midlands.

Mr. Maclean : It is for the courts to decide who should be remanded in custody. There are approved hostel facilities available to them in the same or neighbouring probation areas.

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department what alternative arrangements are planned following the proposed closure of bail hostels in the west midlands.

Mr. Maclean : There are alternative hostel facilities in the west midlands and in neighbouring probation areas and it will be for the probation service there to bring them to the attention of the courts.

Mr. Robert Ainsworth : To ask the Secretary of State for the Home Department whom he plans to consult about the proposed closure of bail hostels in the west midlands.

Mr. Maclean : West midlands probation service was notified on 1 December of our closure proposals and given the opportunity to comment.

Dover Bail Hostel

Mr. Michael : To ask the Secretary of State for the Home Department, for each of the last three years for which figures are available, how many residents of Dover bail hostel were (a) aged under 17 years, (b) aged 17 to 21 years and (c) aged 21 years and over.

Mr. Maclean : The figures for individual years are not readily available. However, the total number in each category over the last three years is (a) 0, (b) 134, (c) 146.

Mr. Michael : To ask the Secretary of State for the Home Department what capital and revenue expenditure will be available for hostel provision in the Kent area for 1994-95 and 1995-96.

Mr. Maclean : Revenue grant for 1994-95 and 1995-96 will be about £200,000 a year. Capital grant will depend on the scrutiny of spending proposals submitted by all probation areas.

Mr. Michael : To ask the Secretary of State for the Home Department, for the latest year available, how many people were remanded in Dover bail hostel ; and how many were (a) black males and (b) black females.

Mr. Maclean : This information is not held centrally and is not readily available.

Mr. Michael : To ask the Secretary of State for the Home Department how many staff are likely to be made redundant in the event of the closure of the Dover bail hostel ; and what would be the financial costs.

Mr. Maclean : It will be for the Kent probation committee as employer to decide how to handle the consequences of closure in terms of redeployment or redundancies ; we have not yet received a full account of its conclusions.

Mr. Michael : To ask the Secretary of State for the Home Department how many people might be remanded into custody per annum as a result of the closure of Dover bail hostel in Kent.

Mr. Maclean : The quarterly figures are not readily available. However, over the last three years a total of 16 residents were rearrested and charged with other offences ; and breach proceedings were taken against 94 residents for failure to comply with hostel requirements.

Mr. Michael : To ask the Secretary of State for the Home Department what was (a) the average cost of a weekly place in the Dover bail hostel, (b) the average length of stay and (c) what was the average cost of a person remand place in the Kent area.

Mr. Maclean : (a) The current weekly cost is £269. (b) This information is not readily available in the form requested. (c) Figures showing the average cost of a prison remand place alone are not available. The current average cost of a place at the three local prison establishments that cover a multi-functional role, of which remand is a part, is £398 per place per week.

Mr. Michael : To ask the Secretary of State for the Home Department what was the occupancy rate of the Dover bail hostel for each of the last 10 quarters.

Mr. Maclean : The occupancy figures for the period April 1991 to March 1992 are not available in a quarterly form. The figures from April 1992 to September 1993 are detailed :

Mr. Michael : To ask the Secretary of State for the Home Department in the event of the closure of the Dover bail hostel, what advice would be given to the magistrates courts regarding any future bail hostel remands.

Mr. Maclean : It is for the Kent probation service to bring to the attention of magistrates courts the facilities offered by approved hostels in its own or in neighbouring areas.

Charity Commission Investigation

Mr. Livingstone : To ask the Secretary of State for the Home Department, pursuant to his answer of 17 December, Official Report, columns 947-48, how many people were interviewed by the Charity Commission during the investigation ; and if Dame Shirley Porter, Michael Ivens, or members of Marketforce Communications Ltd. were interviewed.

Mr. Peter Lloyd : One person, Sir Nigel Mobbs, the chairman of the charity's trustees, was interviewed during the investigation.

Mr. Livingstone : To ask the Secretary of State for the Home Department, pursuant to his answer of 17 December, Official Report, columns 947-48, in what months the Charity Commission's investigations into the payments from the Foundation for Business Responsibilities of Marketforce Communications Ltd. were carried out.
