Mr. Bradley : To ask the Secretary of State for the Home Department which member states of the EC currently have legislation making it a criminal offence for employers to employ foreign nationals without permission to work.

Brecqhou

Mr. Mackinlay : To ask the Secretary of State for the Home Department (1) if he will make a statement on the constitutional status of Brecqhou ;

(2) what rules relating to immigration, and rights of foreigners to work, apply to Brecqhou.

Mr. Peter Lloyd : Brecqhou forms part of the baliwick of Guernsey and its constitutional status in relation to the United Kingdom is the same as any other part of the bailiwick. The bailiwick is an internally self- governing dependency of the Crown, which is ultimately responsible for the bailiwick's good government. The United Kingdom is directly responsible for the bailiwick's defence and international relations. In exercising its responsibilities for the bailiwick, the Crown operates through the Privy

Council and my right hon. and learned Friend is the Privy Counsellor with particular responsibility for bailiwick matters. Immigration control from outside the common travel area to Brecqhou is the same as that to any other part of the bailiwick. Rules relating to immigration and the rights of foreigners to work are governed by the Immigration Act 1971, and the rules made thereunder, as amended and extended to the bailiwick.

Public Appointments

Dr. Wright : To ask the Secretary of State for the Home Department if he will give details of the public appointments he is responsible for making in addition to those identified in "Public Bodies 1993", including non-executive agency and other departmental management boards.

Persons appointed under schedule 2 to the Prevention of Terrorism (Temporary Provisions) Act 1989 to advise me in relation to representations against exclusion orders made under the Act. Person appointed to review the operation of the Prevention of Terrorism (Temporary Provisions) Act 1989.

FOREIGN AND COMMONWEALTH AFFAIRS

Spratly Islands

Mr. Cohen : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations have been received from the Government of Malaysia about the Spratly islands ; and if he will make a statement.

Mr. Goodlad : None, although we regularly descuss regional security issues with Malaysia and other countries in the region.

East Timor

Dr. Lynne Jones : To ask the Secretary of State for Foreign and Commonwealth Affairs if he discussed the situation in East Timor with the Portuguese Government during his recent visit to Portugal ; and if he will make a statement.

Mr. Goodlad : Yes. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs assured the Portuguese Government of our support for the continuing efforts to find a solution to East Timor through the dialogue with Indonesia under the United Nations Secretary-General's auspices. My right hon. Friend also confirmed that we would be working at the current session of the United Nations Commission on Human Rights to encourage the Indonesian Government to live up to its human rights obligations.

Turkey

Mr. Alfred Morris : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 18 January, Official Report, column 459, if he

has now received from the Turkish ambassador the results of the inquiry into the maltreatment of Manchester United supporters by Turkish police officers and others ; what further contacts there have been with the Turkish Government since 18 January ; and if he will make a statement.

Mr. Lennox-Boyd : I wrote again to the Turkish ambassador on 4 February seeking further clarification of some points. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs also raised the matter with Turkish Foreign Minister Cetin during his visit to Turkey on 19 and 20 January. We will continue to press the Turkish authorities both in London and Ankara.

EC Nationals

Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has received from EU states concerning the proposal of the Secretary of State for Social Security to introduce a test of habitual residence in the United Kingdom affecting EC nationals seeking work in the United Kingdom ; and if he will make a statement.

Mr. Lennox-Boyd : The Irish Minister for Social Welfare has requested a meeting with my right hon. Friend the Secretary of State for Social Security to discuss this proposal. We have had no representations from other European Union states.

Qayyam Abdul

Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the answer from the Home Secretary of 1 March, Official Report, column 635, whether a decision has been taken by the high commission in Islamabad on the issuing of a visa to Qayyam Abdul-- Ref. TH/63011/93 ; and if he will make a statement.

Mr. Lennox-Boyd : An entry clearance was issued to Abdul Qayyum on 24 February.

Wahid Akhtar

Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the answer from the Home Secretary of 1 March, Official Report column 635, whether a decision has been taken by the high commission in Islamabad on the issuing of a visa to Wahid Akhtar--Ref. TH/2480/93 ; and if he will make a statement.

Mr. Lennox-Boyd : An entry clearance was issued to Wahid Akhtar on 3 February.

Public Interest Immunity Certificates

Mr. Meacher : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 18 February, Official Report, column 1036, if he will provide whatever information is available on those occasions on which he, or other Ministers in his Department, have signed public interest immunity certificates, and for what reasons.

Israel

Mr. Garnier : To ask the Secretary of State for Foreign and Commonwealth Affairs what is the policy of Her Majesty's Government on the procurement of defence equipment from Israel.

Mr. Douglas Hogg : Subject to the constraints of security, the Ministry of Defence has a policy of open competition for its equipment requirements. Israeli firms may respond to invitations to tender wherever they believe they can offer the best value for money.

Where such responses contain proposals for United Kingdom industrial participation in the project these would be considered only if it were possible to verify that any United Kingdom components involved which would normally be subject to the arms embargo would not ultimately be used by Israel or an unacceptable third party.

Malaysia (Defence Sales)

Mr. Campbell-Savours : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer to the right hon. Member for Copeland (Dr. Cunningham) of 25 January, Official Report, column 146, regarding the proposed memorandum of understanding on defence procurement, on what date in June 1988 the Secretary of State for Defence wrote to the Malaysian Minister to say that aid could not be linked to defence sales.

Mr. Goodlad [holding answer 3 March 1994] : On 28 June 1988.

Mr. Campbell-Savours : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 8 February, Official Report, column 124, regarding the protocol agreed in March 1988 between the then Secretary of State for Defence and the Government of Malaysia, how the issue of the linkage of aid and defence sales was eventually taken up.

Mr. Goodlad [holding answer 3 March 1994] : As I made clear in my reply of 8 February, Official Report, column 124, the Secretary of State for Defence wrote to the Malaysian Minister of Finance in June 1988 to say that aid could not be linked to defence sales. As a result the issue was not taken up in the memorandum of understanding on defence procurement signed in September 1988.

DEFENCE

Public Appointments

Dr. Wright : To ask the Secretary of State for Defence if he will give details of the public appointments he is responsible for making in addition to those identified in "Public Bodies 1993", including non- executive agency and other departmental management boards.

Mr. Hanley : The information is not held centrally, and could be obtained only at disproportionate cost.

Mozambique

Mr. Hunter : To ask the Secretary of State for Defence how many British military personnel have been assisting the armed forces of Mozambique in both Mozambique and Zimbabwe in each year since 1980.

Mr. Hanley : British military personnel have been assisting the armed forces of Mozambique since 1986. Early that year, the Mozambique training team was formed to advise and train units of the Mozambican army. This training took place at Nyanga in Zimbabwe, finally concluding in December 1993. The strength of the team was about 25, rising to 30 in 1993.

Additionally, a British Army specialist visited Mozambique in September 1988 to advise on logistics matters, and a short-term training team of five mechanical engineers was deployed between May and September 1992. This team increased to seven between September 1992 and January 1993.

Since January of this year, the Mozambique short-term training team of 14 has been engaged in supervising and monitoring the work of Mozambican instructors in Mozambique.

St. James's Palace

Mr. Tony Banks : To ask the Secretary of State for Defence who authorised the deployment of armed military personnel around St. James's palace following the recent break-in ; why the civil authorities were not asked to carry out the task ; what consideration was given to using civilian personnel ; and if he will make a statement.

Mr. Hanley : My Department received no specific request to deploy armed military personnel around St. James's palace following the incident in question. Under a procedure agreed between the general officer commanding London district and the Metropolitan police, military sentries patrol at royal palaces as a normal part of their guard duties.

Planning Applications

Mr. Lidington : To ask the Secretary of State for Defence (1) if he will state the number of occasions each year since 1979 when his Department has brought forward planning applications using special urgency procedure ;

(2) what discussion his Department has had with Buckinghamshire county council, Hughenden Valley parish council, Lacey Green parish council and other organisations about the likely impact of the construction traffic on local roads during the building of the proposed F block at Headquarters Strike Command, High Wycombe ; and if he will make a statement ;

(3) what is his planned timetable for the construction and completion of the proposed F block at Headquarters Strike Command, High Wycombe ; and what is the planned cost ;

(4) what criteria he uses to decide which planning applications by his Department use the special urgency procedure ;

(5) what effect he expects the defence costs study to have on his Department's need to build a three-storey office block at Headquarters Strike Command, High Wycombe ;

(6) what environmental impact assessment his Department has made of its proposals to build a three-storey office block at Headquarters Strike Command, High Wycombe ;

(7) what steps he has taken to consult Hughenden Valley parish council over his Department's plans to build a three-storey office block at Headquarters Strike Command, High Wycombe ;

(8) what plans he has to consult the Chiltern Society about his Department's plans to build a three-storey office block at Headquarters Strike Command, High Wycombe ;

(9) how long after the completion of the proposed F block at Headquarters Strike Command, High Wycombe, his Department proposes to demolish the temporary buildings now being used ;

(10) if he will state the nature of the special urgency which led his Department to invoke special urgency procedure in the case of its proposal to build a three-storey office block at Headquarters Strike Command, High Wycombe ;

(11) what criteria he uses in determining the design of new Ministry of Defence buildings in areas of green belt or areas of outstanding natural beauty ;

(12) if he will give the reasons why his Department decided to use special urgency procedure for consultation over its proposal to build a three- storey office block at Headquarters Strike Command, High Wycombe.
