Mr. Dunn : To ask the Secretary of State for the Environment what proposals he has for financing the expenditure of English Partnerships.
Sir George Young : The expenditure of English Partnerships--the urban regeneration agency--will be financed by grant-in-aid and receipts which include those from the sale of capital assets for reinvestment in its programmes. In 1994-95, capital receipts are expected to amount to £78 million. Any such receipts in excess of £86 million will be surrendered to the Consolidated Fund. This arrangement is set out in the introductory note to the supply estimate for class VII, vote 3-- regeneration initiatives, England--from which the grant-in-aid will be paid.
Mr. David Porter : To ask the Secretary of State for the Environment what arrangements he is making for ministerial decisions relating to Sizewell B power station.
Mr. Gummer : Sizewell is in my constituency, and I have accordingly delegated responsibility for all ministerial decisions to my hon. Friend the Minister for the Environment and Countryside.
Mr. Bates : To ask the Secretary of State for the Environment what plans he has to introduce a scheme of fees and charges for waste management licensing ; and if he will make a statement.
Mr. Atkins : Following consultation, and with the approval of the Treasury, my right hon. Friends the Secretaries of State for the Environment, for Wales and for Scotland have made a charging scheme for waste management licensing under section 41 of the Environmental Protection Act 1990.
The scheme comes into force on 1 May 1994 and prescribes the fees which are to be paid to waste regulation authorities for applications for waste management licences ; the fees for applications for the modification, transfer or surrender of licences ; and charges for the subsistence of licences. It also prescribes the amounts which waste regulation authorities are to pay out of those fees and charges to the National Rivers Authority in England and Wales, or to river purification authorities in Scotland, for consultation in relation to licences.
The fees and charges are set in bands of quantities and types of waste. Following consultation we have made a number of changes to the originally proposed scheme which will be of benefit to small businesses and the recycling industry. These changes include the introduction of additional lower bands set at 5,000 tonnes per annum for the treatment or keeping of waste and for the disposal of inert waste. The 1994-95 subsistence charges for these lower bands have also been set at 70 per cent. of our assessment of full recovery of waste regulation authorities' costs. This is a transitional provision which will ensure that the introduction of fees and charges does not have an immediate and adversely disproportionate impact on small businesses, particularly small businesses engaged in the recycling of waste.

In accordance with section 41(4) of the 1990 Act copies of the scheme are being laid before both Houses and placed in the libraries of both Houses. The scheme forms part of a document which also provides guidance on its operation.Mr. Darling : To ask the Secretary of State for the Environment how many public interest immunity certificates he has signed in each year since 1990.
Mr. Gummer [holding answer 15 March 1994] : Neither I nor my predecessors have produced a public interest immunity certificate in legal proceedings in any year since 1990.
Mr. Llew Smith : To ask the Secretary of State for the Environment if he will make a statement on the outcome of the negotiations over the funding of the global environmental facility held in Geneva from 14 March.

I refer the hon. Member to the answer I gave to my hon. Friend, the Member for Brentford and Isleworth (Mr. Deva) on 21 March at column 19. I am pleased to add that the replenishment total of US$2,023 million exceeds the US$2 billion target set, and that the ODA played a major role in negotiating the agreement on the restructuring of the global environment facility.
Mrs. Bridget Prentice : To ask the Secretary of State for the Environment what funds are being made available to electoral registration officers in (a) England and Wales and (b) London, to publicise information to EU citizens from outwith the United Kingdom on voter registration ; and in which of the official languages of the European Union versions will be provided.

Mr. Robin Squire : The annual grant to be paid by the Department to the City Technology Colleges Trust for the 1994-95 financial year is £664,500. The charitable trustees of the trust, who are its council members, are listed below, together with their periods of service. No remuneration is paid to council members, although reasonable expenses incurred for attendance at council meetings are reimbursed if requested.

Mr. Spearing : To ask the Secretary of State for Education if he will list the four secondary schools in the maintained sector for which he has most recently approved significant capital expenditure and which are over 90 per cent. full and which occupy new, extended or modified buildings.
Mr. Forth : Whether schools are 90 per cent full or occupy new, extended or modified buildings are not criteria for capital support. Details of capital grants to voluntary aided and special agreement schools and of local education authorities' annual capital guidelines were placed in the Library following the reply of 17 December 1993 from my hon. Friend the Member for Hornchurch (Mr. Squire) to my hon. Friend the Member for Chelmsford, (Mr. Burns) Official Report, column 946. Copies of press notices of 16 December 1993 and 21 March 1994 announcing capital grants to self-governing, grant-maintained schools were placed in the Library.
Mr. Spearing : To ask the Secretary of State for Education, pursuant to his answer of 17 March, Official Report, column 848 , concerning cost multipliers for new primary and secondary schools if he will state in arithmetic terms the teaching area standards which he regards as the minimum acceptable in respect of each place in (a) primary schools, (b) secondary schools already in operation and (c) new schools.
Mr. Forth : The Education (School Premises) Regulations 1981, as amended, prescribe the minimum overall teaching areas to be provided at maintained schools, according to the number of pupils at the school

and their age range. Schools already in existence when the 1981 standards were introduced have until 1996 to comply with these standards.Copies of the 1981 regulations and the previous 1972 regulations are available from the Library.
Mr. Wicks : To ask the Secretary of State for Education when he expects to be able to make a decision concerning the reorganisation of Bensham Manor and St. Nicholas special schools.
Mr. Forth : I wrote to my hon. Friend on 18 March to explain that my right hon. Friend is minded to approve the reorganisation of Bensham Manor and St. Nicholas schools proposed by Croydon LEA, subject to the satisfactory resolution of a few remaining issues. My officials wrote to Croydon's director of education on the same day to convey this information. The timing of my right hon. Friend's final decision will depend on the LEA's response to that letter.
Mr. Redmond : To ask the Secretary of State for Education, pursuant to his answer of 8 March, Official Report, column 128, if he will send the hon. Member for Don Valley a copy of his decision on school reorganisation in the Doncaster area when he announces it.

Mr. Scott : The agency has devised its procedures to comply with the Data Protection Act, and is in regular discussion with the data protection registrar to ensure that it continues to meet its requirements.
Mr. Ashby : To ask the Secretary of State for Social Security how many applications have been made to the Child Support Agency ; and how many of those applications have actually been completed.

I am replying to your recent Parliamentary Question to the Secretary of State for Social Security about the number of assessments made by the Child Support Agency where the absent parent is receiving benefit.
You asked for figures for both the London Borough of Newham and Great Britain. Information is not available specifically for the London Borough of Newham, but national figures show that during the period from 5 April 1993 to 31 January 1994 the Agency assessed maintenance in 32,700 cases where the absent parent was on Income Support.
Figures are not available for other benefits.

I am replying to your recent Parliamentary Question to the Secretary of State for Social Security about the number of cases in which good cause has been an issue and the number of cases in which it has been accepted.
From 5 April 1993 to 31 January 1994, 44,600 parents with care were considered in relation to the requirement to cooperate. Of the cases so far completed, good cause was accepted in nearly 25,000 ; the absent parent was named in 8,900 ; and 330 were referred to the Beneifts Agency to consider implementation of a Reduced Benefit Direction.

Letter from Ros Hepplewhite to Mr. Tony Banks, dated 24 March 1994 :I am replying to your Parliamentary Questions to the Secretary of State for Social Security about the provision for the parent with care to withdraw authorisation to pursue the absent parent. After the parent with care has authorised the Secretary of State to recover maintenance, the requirement to cooperate in arranging maintenance may be withdrawn if it is considered that there would be a risk of harm or undue distress to the parent or any child living with her or him.
If a parent with care approaches the Child Support Agency about this, an officer acting for the Secretary of State will discuss the matter with her or him and will consider the basis for their concern. I should stress that the parent will be believed unless what is said is contradictory or improbable.
If the requirement to cooperate is subsequently withdrawn, the parent with care will be given the opportunity to request the Secretary of State to cease pursuing the absent parent for maintenance. The Agency will then cease all action on the case.

I am replying to your recent Parliamentary Questions to the Secretary of State for Social Security about the number of complaints received and cleared by the Child Support Agency and the Agency's complaints procedures.
The Agency has received a total of 15,479 written enquiries and complaints to the end of February 1994, of which 11,945 have been cleared. The Agency's clients are sent information about the complaints procedure as part of the maintenance application and enquiry packs.
