Sir John Wheeler [holding answer 29 March 1994] : The following tables provide, for each available year, information on the number of defendants dealt with (a) by magistrates' courts, and (b) by the Crown court. Information is provided on the numbers and percentages of guilty pleas recorded, convictions following not guilty pleas and acquittals. The 1993 figures are not yet available for publication. Crown court figures have been divided into scheduled and non-scheduled business according to schedule 1 to the Northern Ireland (Emergency Provisions) Act 1991.

Subject to the approval of the Director of Public Prosecutions, some scheduled offences can be tried at magistrates' courts. These tend to be of a less serious nature and are included within the figures for all offences dealt with at magistrates' courts. They could be identified separately only at disproportionate cost.

HOME DEPARTMENT

Public Appointments

Mr. Matthew Taylor : To ask the Secretary of State for the Home Department (1) what procedures his Department has to prevent the possible appointment of individuals with extreme political views to posts for which a Minister has to approve the person or shortlist for the appointment ;

(2) what information his Department holds or obtains relating to individuals who have been appointed, or may be considered for appointment, to paid or unpaid posts for which a Minister has to approve the person or shortlist for the appointment, in particular relating to active involvement in (a) extreme left-wing organisations, (b) extreme right-wing organisations and (c) involvement in any of the political parties represented in the House of Commons.

Mr. Howard : Where appointments are made to posts for which security clearance is necessary, the normal procedures set out in the then Prime Minister's statement of 24 July 1990 will apply. As the Prime Minister announced on 23 March, these procedures are currently under review.

Chairmen and deputy chairmen of public boards and other full-time members of boards are expected to show a degree of detachment from political activities. Rules for the guidance of members of public boards are listed in annex 7A of the "Guide on Public Appointments Procedures", a copy of which is in the Library.
