Dr. Mawhinney: The 1985 White Paper stated that, on demand forecasts at the time, it was not possible to justify such a runway in the foreseeable future. On current demand forecasts, I do not see a second runway as a realistic prospect and that is why my response to the runway capacity in the south-east group made no reference to it.
