Dr. Godman: To ask the Secretary of State for Scotland if he will list those persons appointed to the position of chief social work officer by the 29 new unitary authorities under the terms of the Local Government etc. (Scotland) Act 1994 with their salaries and present occupational positions and employers; and if he will make a statement. Lord James Douglas- Hamilton: Of the 32 new unitary authorities only one has officially confirmed the appointment of a chief social work officer. Angus council has appointed Mr. William B. Robertson. Mr. Robertson is currently deputy director of social work with Tayside regional council. His salary will be £59,571. Details of the outstanding appointments will be reported to the Secretary of State in due course.
Dr. Godman: To ask the Secretary of State for Scotland what action he has recently taken to ensure access for disabled citizens to (a) cinemas (b) theatres and (c) sport grounds; and if he will make a statement. [28093]
Sir Hector Monro: The Scottish Arts Council and the Scottish Sports Council are already committed to helping to remove physical barriers and increase access for disabled people. Furthermore, in issuing directions to the Scottish Arts Council and Scottish Sports Council under the National Lotteries etc. Act 1993, my right hon. and learned Friend made it clear that they should seek to ensure suitable access for those with physical or other disabilities to assets or facilities acquired through lottery funding. Bill would require service providers, including those who operate cultural and entertainment facilities and sports stadiums, to remove physical barriers, where reasonable, in order to improve access for disabled people to their service.Dr. Godman: To ask the Secretary of State for Scotland what assessment he has made on the frequency of 999 emergency ambulance calls in the past seven years in (a) Strathclyde and (b) Scotland as a whole; and if he will make a statement. Lord James Douglas-Hamilton: Regular monitoring of the performance of the Scottish Ambulance Service NHS trust by officials in the Home and Health Department includes an assessment of levels of demand. This information is also available to health boards as purchasers of the accident and emergency ambulance service. Figures for the last seven years are as follows:

Dr. Godman: To ask the Secretary of State for Scotland what proposals he has to deal with the problem of noise nuisance by neighbours; if he intends to introduce legislation on the issue; and if he will make a statement. [28094]
Sir Hector Monro: The Environment Bill will extend to Scotland part III of the Environmental Protection Act 1990, which covers all forms of statutory nuisance, including neighbour noise.

The conclusions and recommendations of a UK interdepartmental working party on the effectiveness of current neighbour noise controls were issued for consultation in March. They include a proposal for a new night-time noise offence. We will consider the comments received before deciding if further legislation for Scotland would be appropriate.Dr. Godman: To ask the Secretary of State for Scotland what assessment he has made about the number of mentally ill citizens who are currently homeless in (a) Strathclyde and (b) Scotland as a whole; and if he will make a statement. In 1993 the Chief Medical Officer wrote to health boards asking them to assess the health needs of homeless people within their resident populations and to develop strategies to meet the identified need. Their progress in doing so will be monitored through the annual NHS accountability review process.
Homelessness is also a national priority issue for housing authorities and for Scottish Homes. An aim of the Chief Medical Officer's initiative was to establish inter-agency arrangements to ensure homeless people who have health problems, including mental health problems, are referred for help to appropriate health agencies. However, homeless mentally ill people cannot be compelled to accept assistance unless their condition justifies compulsory detention under the Mental Health (Scotland) Act 1984.
Dr. Godman: To ask the Secretary of State for Scotland what information he holds centrally in respect of contracts for health and hospital services awarded by health boards and NHS trusts under the compulsory competitive tendering scheme; and if he will make a statement. [28097]
