Criminal Justice Social Work Projects

Mr. Donohoe: To ask the Secretary of State for Scotland what assessment he has made of the (a) pilot bail supervision and accommodation project in Lothian region, (b) intensive probation project in Falkirk and (c) alcohol education probation project in Edinburgh and Midlothian; and what measures he will be taking to ensure that a greater number of courts in Scotland have community disposals available to sheriffs. Lord James Douglas-Hamilton: Bail supervision and accommodation projects in Lothian and Strathclyde regions are being funded on a pilot basis by the Scottish Office within 100 per cent. Central Government funding of criminal justice social work services. The projects are currently the subject of a research study by the MVA Consultancy which is due to report in spring 1996.

The intensive probation project in Falkirk is currently funded through the urban programme and the alcohol education probation project in Edinburgh and Midlothian through 100 per cent. funding. The urban programme requires monitoring by the responsible local authority and a concluding report of the Scottish Office. The Falkirk project is due to terminate in 1998. All criminal justice social work projects are subject to annual evaluation as part of local authority planning of these services.

Probation and community service are available in all sheriff courts in Scotland. It is for local authorities, in consultation with sentencers, independent sector providers and other criminal justice interests, to propose, within available resources and national priorities, the range of individual projects and specialist services to be provided as a component of a court order.

Mr. Robin Cook: To ask the Secretary of State for Scotland what are the average costs per week in Scotland for (a) private nursing homes, (b) residential homes, (c) NHS care of the elderly, (d) NHS long stay people with learning difficulties, (e) NHS psychiatric long stay and (f) NHS chronic young sick. [1271]

Mr. Michael Forsyth: The information for residential homes and NHS specialty groups is set out in the tables. The Scottish Office does not collect information on the average costs of private nursing homes.

The gross weekly charge in local authority run homes is the full cost to the local authority for providing accommodation per resident.

For private and voluntary establishments, the gross weekly charge is as specified in contracts with the local authority.

Psychiatry long stay includes geriatric psychiatry, child psychiatry, adolescent psychiatry and mental illness.

Manufacturing and Service Industry

Mr. Welsh: To ask the Secretary of State for Scotland if he will make an assessment of the contribution of Scottish manufacturing and service industry exports to the balance of payments. [1319]

Mr. George Kynoch: Information on Scottish exports is available from the Scottish Council for Development and Industry.

In 1993 Scottish manufactured exports totalled £11,540 million. The Scottish council estimated that Scottish manufactured exports accounted for 10.3 per cent. of the United Kingdom manufactured exports.

Service sector exports were estimated at £403 million in 1993.

Health Board Budgets

Mr. Donohoe: To ask the Secretary of State for Scotland if he will list the surplus or deficit in their budgets at the end of the relevant financial year for each health board in Scotland for each financial year since 1987-88; what percentage this represented of their total budget; and what was their actual expenditure in each of these financial years. [1714]

Mr. Donohoe: To ask the Secretary of State for Scotland what guidance his Department issued to Scottish health boards relating to the retention of a surplus in their budgets at the end of the last financial year. [1715]

Lord James Douglas-Hamilton: Guidance is contained in the Scottish Accounting Manual issued by the Department to all health boards. This states that an underdrawing of up to 1 per cent. of a health board's cash limit may be carried forward from one year to another and that any overdrawing will be carried forward as a first charge against the following year's cash limit.
