Sheffield TEC

Sir Irvine Patnick: To ask the Secretary of State for Education and Employment (1) what negotiations have taken place between her Department and Sheffield TEC to make provision for employment for the over-45 year age group; and if she will make a statement; [2520]

Mr. Paice: The Department continues to provide a wide range of employment and training measures in the Sheffield area to help unemployed people find a job and employed people to enhance their skill and knowledge levels. It also has a campaign for older workers targeted at employers who impose age restrictions to persuade them of the need to recruit, retain and retrain individuals on the basis of ability and not age.

In addition, the Department has contracted with Sheffield TEC to provide during this financial year training, education and enterprise courses amounting to 4,350 adult places; many of which will be filled by those in the over-45 group.

It is these measures and programmes as part of the Government's policy of maintaining the economic conditions of low inflation and a fully competitive and flexible labour market which continues to maintain existing jobs and creates new employment opportunities for all large groups including the over-45s.

Over the last two years, in the Sheffield travel-to-work area, unemployment in the 45-and-over age group has fallen by almost 17 per cent., and long-term unemployment in the same group by almost 11 per cent.

Child Care Expenses

Mrs. Bridget Prentice: To ask the Secretary of State for Education and Employment if she will introduce guidelines governing the payment of child care expenses by governing bodies to school governors attending meetings. [2737]

Mr. Robin Squire: No. Being a school governor is a voluntary, unpaid activity. The Government applaud the 300,000 volunteers who give their time and energy to this important work. Governors may receive reimbursement for travel and subsistence costs, but the law does not currently allow payments beyond that, nor does the current pattern of governor recruitment suggest a need to change these arrangements.

National Vocational Qualifications

Sir Irvine Patnick: To ask the Secretary of State for Education and Employment what is the average cost of obtaining an NVQ; and how many of these have been obtained in Sheffield. [2519]

Mr. Paice: Research carried out by KPMG Management Consultants in 1994 found that, among the 60 firms studied, the median cost to an employer for one member of staff obtaining a national vocational qualification was £200 on direct outlays, such as NVQ registration and certification fees. In addition, staff time was spent on training, assessment and other activities related to achieving an NVQ, and for the typical employer in that survey this amounted to around £3,000.

More than 2 million NVQs have been awarded since their launch. Information on the numbers awarded on the Sheffield area is not available

Oxford University (Admissions)

Mr. Walden: To ask the Secretary of State for Education and Employment what percentage of pupils from state schools gained admission to Oxford university in (a) 1969, (b) 1979 and (c) 1994. [2892]

Mr. Forth: Detailed information on admissions to individual universities is not collected centrally. It is for each university to decide its own criteria for the admission of students. I understand that the admissions office of Oxford university produces annual statistics along these lines and my hon. Friend might care to speak to it directly.

Grant-maintained Schools

Mr. Blunkett: To ask the Secretary of State for Education and Employment what was the date of (a) the close of the ballot, (b) publication of proposals and (c) the Secretary of State's decision in respect of each school which has become grant-maintained since 31 August 1994; and whether the ballot was initiated by the governors' resolution or parents' petition.
