Investors in People

Mr. Byers: To ask the Secretary of State for Social Security what steps his Department is taking to achieve investor in people status; when it started the process; when it expects to achieve investor in people status; and if he will make a statement. [2983]

Mr. Burt: The Department is committed to the principles of investor in people and uses the IIP standards to underpin all personnel policies throughout the Department. Individual business units are, however, free to approach the achievement of the standard in ways which best meet their business needs. The Benefits Agency began the process of IIP accreditation as early as 1992 and 20 business units have subsequently received accreditation with a further 113 units at different stages of achievement. The Contributions Agency, War Pensions Agency and Information Technology Services Agency are at various stages of the process with a view to obtaining accreditation during 1996 and 1997. DSS headquarters aim to audit their personnel management practices against the IIP standard during 1996 and the Child Support Agency will encourage individual units to seek accreditation.

EDUCATION AND EMPLOYMENT

School Budgets

Mr. Jopling: To ask the Secretary of State for Education and Employment if she will list the percentage of each shire county's education budget which is held back for central administration together with the amount of money this represents per school pupil. [2570]

Mr. Robin Squire: The following table shows the percentage of each county's general schools budget reserved centrally in 1995-96 for management and administration, and the amount of money per pupil which this represents.

Nursery Voucher Scheme

Sir Thomas Arnold: To ask the Secretary of State for Education and Employment if the cost of vouchers under the nursery scheme will be deducted from local authority standard spending assessments. [3375]

Ms Hodge: To ask the Secretary of State for Education and Employment if the local education authorities which are piloting the nursery voucher scheme will be subject to the standard spending assessment clawback during the period of the pilot. [3447]

Mr. Robin Squire: In both phase 1 and full implementation of the nursery education voucher scheme, vouchers will be funded through a combination of new money and deduction from participating local authorities' standard spending assessments. The deduction will be based on the number of four-year-olds in nursery education places in the maintained sector in a base year, taking into account termly variations in attendance.

Local Education Authority SSASs

Mr. Don Foster: To ask the Secretary of State for Education and Employment what is the education component of standard spending assessments per pupil (a) between five and 10 years, and (b) between 11 and 15 years, expressed in cash and constant prices, in (i) 1995-96 and (ii) 1996-97, in each local education authority and on average; and what was the percentage change in each local education authority and on average between 1992-93 and the latest year for which figures are available. [3111]

Mr. Robin Squire: The following tables set out the information requested. Some care is needed in drawing conclusions about the percentage change in funding between 1992-93 and 1996-97, since the figures take no account of local education authorities' loss of responsibility for certain functions, notably the careers service and school inspections.

The figures for the secondary sector are also affected by the use from 1995-96 of September in place of January as the date on which pupils are counted for SSA purposes, and above all, by the relative shift in LEA expenditure from the secondary to the primary and nursery sectors, which is subsequently reflected in the SSA distribution.
