Rev. Ian Paisley: To ask the Secretary of State for Northern Ireland how much money Northern Ireland has received in each financial year to date from the European Agricultural Guidance and Guarantee Fund guidance section; how much of these receipts were paid to the private sector; how much of these receipts were paid to the public sector; how much of these receipts represented a cash addition to the Northern Ireland economy; and how much was used each year to offset Government expenditure on Northern Ireland. All these receipts present cash additions to the recipients and are subject to normal European Community audit arrangements. The overall level of receipts is taken into account in the Government's decision on public expenditure allocations and their availability enables public expenditure to be maintained at a higher level than would otherwise be feasible.
Rev. Ian Paisley: To ask the Secretary of State for Northern Ireland how many lecturers, who are citizens of the Republic of Ireland, were enrolled in hotel and catering colleges in Northern Ireland for each year since 1990-91. [2478]

Mr. Worthington: To ask the Secretary of State for Northern Ireland what has been the expenditure on

the introduction of GNVQs in schools and further education colleges in Northern Ireland in each year since 1992-93. [2493]
Mr. Ancram: It is not possible to identify separately the total expenditure on GNVQs in schools and further education colleges. Schools and colleges which provide GNVQs meet the costs from within the totality of the resources available to them.
However, additional resources have been made available to 16 schools and to all colleges to assist them to pilot GNVQs and to facilitate the introduction of new subject areas. To date, a total of £32,000 has been paid to schools and £264,000 to colleges.
Mr. Robert McCartney:
To ask the Secretary of State for Northern Ireland if he will institute an

interdepartmental policy group to address the problems of those who live adjacent to common land and thoroughfares where anti-social elements gather; and if he will make it his policy to enclose publicly owned common land where persistent offences occur. [2507]
Sir John Wheeler:
At present there are no plans to institute an interdepartmental policy group on these issues.
The Northern Ireland Office and Northern Ireland Departments do not have a policy to enclose lands to which the public has access; rather, where offences occur, they take whatever steps are necessary to address the problem in consultation with the RUC.
Mr. Worthington:
To ask the Secretary of State for Northern Ireland what response he has made to the recommendations contained in the 13th report of the Committee of Public Accounts on the Department of the Environment for Northern Ireland on road safety--HC 26th Session 1993-94--in respect of the adoption of the local authorities, road safety code of practice. [2716]
Mr. Moss:
The Public Accounts Committee made no such recommendation. In 1989 the local authority associations in Great Britain produced a road safety code of good practice. The Department of the Environment has not formally adopted the code. However, it has given

formal expression to the code principles, in so far as they are relevant to the Department's functional responsibilities, within the body of the road safety plan for Northern Ireland. The plan was formally launched on 5 July 1995.
Mr. Robert McCartney:
To ask the Secretary of State for Northern Ireland what plans he has to bring in legislation similar to the Carers (Recognition and Services) Act 1995. [2509]
Mr. Moss:
None. The Department of Health and Social Services already has the legislative authority to direct health and social services boards and trusts to carry out assessments of carers' needs as provided by the Act and has done so.

Mr. Worthington: To ask the Secretary of State for Northern Ireland what arrangements are in place to ensure the continuation of "DevR" research funding for the universities in Northern Ireland. [2532]

Mr. Ancram: The developmental element of research funding for the Northern Ireland universities, NIDevR, is to extend until the end of the 1996-97 academic year. Following the outcome of the 1996 research assessment exercise, the Northern Ireland Higher Education Council,

which advises Government on the planning and funding of higher education in Northern Ireland, will make recommendations on the totality of research funding for both universities beyond 1996-97.
Mr. Nigel Jones: To ask the Secretary of State for Northern Ireland what public funds have been allocated for the Foyleside centre, Northern Ireland; how much the total budget for the centre is, and if he will make a statement. [2909]
Mr. Moss: The allocation of public funds for the Foyleside centre in Northern Ireland comprised a grant of £7.5 million from the Department of the Environment urban development grant budget. The total budget for this centre including fitting-out costs is estimated at some £65 million.
