Mr. Soames [holding answer 8 December 1995]: The large majority of the properties transferred will initially be rented back by MOD to meet service accommodation needs. Our proposal will conduce to a more efficient release of surplus properties by MOD over time. Whether those empty properties are then sold, re-let or redeveloped will be a matter for the future owner of the stock, who will no doubt have regard to market demand at the time.

I am replying to your Question to the Secretary of State for Defence in which you asked for details of the principal locations of the RAF Maintenance Group Defence Agency and how many uniformed and civilian personnel are employed at each location, as this matter falls within my area of responsibility.
The information you requested is listed as an attachment to this letter. The figures are as at 30 September 1995, which is the most recent date for which centrally held figures are available.
As a result of the end of the Cold War and a reduction in the perceived threat, and in common with other elements of the Ministry of Defence, the Agency is in the process of rationalising its operations and reducing in size. This is expected to lead to the closure of RAF Carlisle, RAF Quedgeley and RAF North Luffenham over the next 3 years. In addition, the number of personnel in the Agency will reduce to approximately 2,400 uniformed and 5,400 civilian staff by 1999.

The Defence Accounts Agency operates from five locations in the UK: two in Bath; and one each at Cheadle Hulme, Liverpool and
Worcester. The numbers of staff currently employed at each location are as follows:

These are all civilians--the Agency does not employ uniformed personnel.
You may also wish to note that the Agency is currently restructuring following its first three year review as a Defence Agency (Defence Accounts Agency Annual Report and Accounts 1994-95--HC Paper No. 542 refers). Some restructuring has already occurred and is reflected in the information given above. The remainder entails demerger into two separate agencies: the Defence Bills Agency and the Pay and Personnel Agency. This is expected to occur early in the New Year. Both organizations will continue to operate from their existing sites, ie: the Defence Bills Agency at Liverpool; and the Pay and Personnel Agency from Bath, Cheadle Hulme and Worcester, as listed above.
I am replying to your question to the Secretary of State for Defence about locations and staff numbers in Defence Agencies. This falls within my area of responsibility.
The Defence Animal Centre operates from a single site at Melton Mowbray in Leicestershire and retains a training area at RAF Syerston in Lincolnshire. The number of staff employed as at 01 Nov 96 was 135 military and 48.5 civilian.
