Fees do not include vehicle excise duty. Fines have been interpreted as awards of back duty or mitigated penalties collected by the Agency in lieu of prosecution. In 1994-95 DHSS paid DVLNI £1,000 to meet the Agency's cost of amending its stationery to include organ donor information and £4,000 to modify its computer system. In addition, the DVLNI required an extra member of staff to process the information, and DHSS paid the associated cost of £3,000 in 1994-95.
