Social Work Budgets

Dr. Godman: To ask the Secretary of State for Scotland if he will make a statement on the disaggregation

of social work budgets by (a) Strathclyde regional council and (b) other regional and islands councils; and if he will make a statement. [4630]

Mr. Kynoch [holding answer 18 December 1995]: As part of the process of preparing notional 1995-96 budgets for their successor councils, Strathclyde, Central, Grampian, Lothian and Tayside regional councils have disaggregated their 1995-96 revenue budgets, including those for social work, to the new council areas. This exercise has been carried out having regard to principles prepared in consultation with the councils concerned and the Convention of Scottish Local Authorities.

Disaggregation is not necessary in the case of the other four regional councils and the three islands councils.

Asbestos

Mr. Ingram: To ask the Secretary of State for Scotland what assessment he has made of the use of asbestos in the construction of public sector houses; and if he will make a statement. [4122]

Mr. Raymond S. Robertson [holding answer 5 December 1995]: No information is collected centrally on the general use of asbestos in the construction of public sector dwellings. However, it is estimated from the first Scottish house condition survey that in 1991 between 3,000 and 5,000 public sector dwellings had sheets or tiles of cement reinforced by asbestos as their principal roof cover.

Local authorities were reminded in 1983 of their duties in connection with asbestos materials in buildings and urged to check whether asbestos products were used in any part of their housing stock. Further guidance was issued in 1986. It is for local authorities, Scottish Homes and new town development corporations to deal with any problems arising from asbestos from within the resources made available to them by the Secretary of State.

Water Rates

Mr. Gale: To ask the Secretary of State for Scotland if he will set out, by local authority, the amounts paid from reserves in Scotland to reduce the water rates in 1994-95 and 1995-96. [7224]

Bilateral Aid

Mr. Bayley: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the countries which receive priority for bilateral aid under the Government's policy of providing aid to the poorest. [6186]

Mr. Hanley: In 1994-95, 55 per cent. of ODA bilateral aid, including emergency aid, went to the top 20 recipients. Of these, 17 were among the poorest countries in the world--with a GNP per capita under $676 in 1992. The other three were lower middle income countries-- with a GNP per capita between $676 and $2,695 in 1992. The countries concerned are in the table.

Mr. Simpson: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the developing countries which are the direct recipients of aid from the United Kingdom indicating for the last available year the moneys paid in aid to each country, and the debt repayments made to the United Kingdom Government and United Kingdom banks. [6654]

Mr. Hanley: A list of developing countries showing the amount of aid granted to each country by the United Kingdom Government in financial year 1994-95 may be found in table 7 "Bilateral Aid by Country" in "Overseas Development Administration: British Aid Statistics 1990/91-1994/95", a copy of which has been placed in the Library of the House of Commons.

Details of debt repayments made by developing countries to UK banks are commercially sensitive.

Debt service--principal and interest--paid to the United Kingdom Government by aid recipient countries during financial year 1994-95 on outstanding ODA and Export Credit Guarantees Department loans are given in the table.
