Mrs. Roche: To ask the Secretary of State for Defence how much his Department paid to the private sector for goods and services in 1994-95. [6497]

Mr. Arbuthnot: My Department publishes each year in "UK Defence Statistics" an analysis of its expenditure on goods and services in the UK, broken down by industry group. The analysis for 1994-95 is not yet available; that for 1993-94 appears in the 1995 edition of "Defence Statistics", a copy of which is in the Library of the House. These figures do, however, include some expenditure on goods and services purchased from the public sector, such as rail transport and postal services. They exclude expenditure by the then Defence Research Agency.
Dr. David Clark: To ask the Secretary of State for Defence on what date his Department withdrew from service the RB44 Army light vehicle; and on what date his Department was first alerted to the problems with braking mechanisms of the RB44. [6987]
Mr. Arbuthnot: The issue of braking first arose during trials in 1989, but the shortcomings were addressed before the production contract was placed in 1990.
The vehicles were temporarily withdrawn from service in June 1992 following problems with braking performance reported by the Royal School of Artillery in May 1992; after modifications, they were restored to service in November 1992. Following the results of further testing under stringent conditions in August 1993, the vehicles were withdrawn from service in December 1993, but were accepted again for service in August 1995.
Dr. David Clark: To ask the Secretary of State for Defence what progress has been made at the ad hoc group meeting of states parties to the biological and toxic weapons convention in Geneva; what work has been carried out on compliance measures; and when the ad hoc group will complete its owrk. Mr. Arbuthnot: The second substantive meeting of the biological and toxic weapons convention ad hoc group, which was held in Geneva from 27 November to 8 December 1995, made useful progress, building upon the work of the previous meeting in July. On compliance measures, a number of issues were explored on mandatory declarations; on-site visits/inspections, in particular regarding the role of non-challenge visits; and investigation of alleged biological weapon use. Much work remains to be done, however, and it is not possible at this stage to predict when the process will be concluded. The ad hoc group is mandated to complete its work as soon as possible and to submit its report to be considered at the fourth review conference, scheduled for November-December 1996, or later at a special conference.
Dr. David Clark: To ask the Secretary of State for Defence how many Army service men have been given an honourable discharge in each of the last 36 months; and if he will indicate their units. [6887]
Mr. Soames: Honourable discharge is not an officially recognised term. However, excluding those who have been discharged as a result of sentencing by court martial or for misconduct, 48,377 soldiers have left the Army

"honourably" since the beginning of 1993. This figure could be further broken down only at disproportionate cost.
Dr. David Clark: To ask the Secretary of State for Defence, pursuant to his answer of 7 December, Official Report, column 344, relating to the charter of merchant vessels by his Department, what was the total cost of chartering these vessels. [6990]
Mr. Soames: The total cost of chartering these vessels is £25,807,174.
Dr. Clark: To ask the Secretary of State for Defence if he will list the name of every merchant vessel and its country of registration chartered by his Department for (a) exercises and (b) military support and re-supply operations in (i) 1992, (ii) 1993 and (iii) 1994. [6988]
