Asylum Seekers

Mr. Corbyn: To ask the Secretary of State for Health what discussions have been held between his Department and local authority associations concerning the Children Act 1989 and its implementation for the need of asylum seekers' children following the implementation of the Social Security (Persons from Abroad) Miscellaneous Amendment Regulations; and if he will make a statement. [11079]

Mr. Bowis: The implications of the benefit changes of asylum seekers and their children were discussed as part of a regular series of meetings between my officials and officers of the local authority associations. Discussions have continued informally. Department of Health and Department of the Environment officials are meeting the local authority associations to discuss details of a special grant which will assist local authorities with any unavoidable additional costs arising under homelessness legislation of the Children Act.

Mobile Phones

Mr. William Ross: To ask the Secretary of State for Health how many of the mobile telephones which have been supplied to his Department in each of the last eight years have been cloned; and on what dates. [11010]

Mr. Horam: There have been five instances of cloning in the Department in 1995.

Private Finance Initiative

Mr. Milburn: To ask the Secretary of State for Health if he will publish details of the consortia that have been successful in private finance initiative bids. [11211]

Mr. Horam: The main contractors, where their details are available, who have successfully bid for private finance initiative schemes with a capital value over £1 million are shown in the table. Information on smaller schemes is not available centrally.

NHS Staff Salaries

Mr Milburn: To ask the Secretary of State for Health what were the salary costs of employing (a) general and senior managers, (b) administrative and clerical staff and (c) nursing and midwifery staff in each year since 1989-90. [11212]

Under-age Working

Mr. Corbyn: To ask the Secretary of State for Health how many inspections of work places have been undertaken in each year since 1979; and how many have revealed under-age working. [10774]

Mr. Bowis: The information is not available centrally.

Mr. Corbyn: To ask the Secretary of State for Health what consideration he has given to the need for further protection for children against illegal employment; and if he will make a statement. [11002]

Mr. Bowis: I consider that the current legal system for protecting children who choose to work is adequate. Enforcement of the law in this area is a matter for local authorities.

FOREIGN AND COMMONWEALTH AFFAIRS

Departmental Officials

Mr. Cohen: To ask the Secretary of Foreign and Commonwealth Affairs pursuant to his answer of 15 January, Official Report, column 408, (1) if he will place in the Library a list of all those of his Department's officials who have disclosed a current interest, indicating where they are based and the industry and the nature of the interest they have; [10476]

Mr. Hanley: We are unable to provide the information without incurring disproportionate cost.

Tibet

Mr. Mullin: To ask the Secretary of State for Foreign and Commonwealth Affairs what recent discussions he has had with the Government of China about religious freedom in Tibet and about the refusal of the Chinese authorities to recognise the Tibetan candidate for Panchen Lama; and if he will make a statement. [10424]

Mr. Hanley [holding answer 22 January 1996]: My right hon. and learned Friend the Foreign Secretary raised our concerns about the situation in Tibet during his discussions with the Chinese Prime Minister, and with the Chinese Foreign Minister, during his visit to Peking earlier this month.

We regret that the Chinese Government and the Tibetan religious leaders have been unable to reach agreement on the selection of the new Panchen Lama. We will continue to urge the Chinese authorities to enter into a dialogue with the Tibetans, including the Dalai Lama, without preconditions, and to ensure the adequate protection of the distinct cultural, ethnic, linguistic and religious identity of the Tibetans.
