Private Prisons

Mr. Galbraith: To ask the Secretary of State for Scotland when he expects to announce the site for the new private prison; and if he will make a statement. [10299]

Lord James Douglas-Hamilton: No final decision about the site for the new privately financed prison has yet been made and a number of options are still under consideration. I expect that an announcement will be made in the near future.

Residential Mobile Homes

Mrs. Ewing: To ask the Secretary of State for Scotland what plans he has to assess the impact of the park home owners charter and to carry out more thorough research into the use of residential mobile homes in Scotland and the effectiveness of the legislative framework governing residential mobile homes. [10418]

Mr. Michael Forsyth: Research to assess the working of the park home owners charter in Scotland, England and Wales has been commissioned by the Department of the Environment from the university of Birmingham. The research findings are expected to be made available in the next few months. The need for further research into the use of residential mobile homes in Scotland will be considered in the light of these findings.

Local Government Finance

Mr. Chisholm: To ask the Secretary of State for Scotland if he will list the housing revenue account capital budget borrowing consent element for each council in Scotland in 1995-96. [10716]

Crofter Building Grants and Loan Scheme

Housing Finance

Mr. Chisholm: To ask the Secretary of State for Scotland what is the Scottish Homes budget in 1995-96 for publication and promotion. [10714]

Mr. Raymond S. Robertson: It is £800,000.

Mr. Chisholm: To ask the Secretary of State for Scotland (1) if he will list the proposed housing revenue account capital budget borrowing consent minimum and maximum levels for each council in Scotland in 1996-97; [10719]

Mr. Robertson: No decisions have been taken yet on the housing revenue account capital budget borrowing consent levels for individual councils in Scotland for 1996-97. These will depend on the final estimates of capital receipts which authorities are expected to achieve in 1996-97 which are currently the subject of consultation.

The information on resource planning assumptions for each council in Scotland for 1996-97 is set out in the table.

Pregnant Women Prisoners

Dr. Godman: To ask the Secretary of State for Scotland (1) if pregnant women prisoners are handcuffed while in labour and during childbirth; and if he will make a statement; [9024]

Lord James Douglas-Hamilton: The subject of the questions relate to matters undertaken by the Scottish Prison Service. I have asked the chief executive, Mr. E. W. Frizzell, to arrange for a reply to be given.

Fishing (Norwegian Territorial Waters)

Dr. Godman: To ask the Secretary of State for Scotland, pursuant to his answer of 2 November, Official Report, column 461, what were the total landings of fish caught in Norwegian territorial waters by (a) United Kingdom-registered fishing vessels and (b) other
