Scott Inquiry

Mr. Alan Williams: To ask the Secretary of State for Foreign and Commonwealth Affairs how much has been spent on external legal advice for Ministers and civil servants in relation to the Scott inquiry and report since the period covered by his answer of 17 January, Official Report, column 589. [15925]

Mr. David Davis [holding answer 19 February 1996]: £89,417.96 has been spent on external legal advice for Ministers and civil servants since the answer given by the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for Richmond and Barnes (Mr. Hanley), on 17 January, column 589. The total figure for this Department now stands at £407,583.42.

WALES

Health Service (Management Costs)

Mr. Rogers: To ask the Secretary of State for Wales what were the management costs for the Rhymney Valley health unit for each of the years from 1990 to 1995 expressed as an actual figure and as a percentage of total budget. [15529]

Mr. Richards: The cost for 1994-95 was £0.775 million, or 4.13 per cent. The information is not available centrally for earlier years.

Mr. Rogers: To ask the Secretary of State for Wales what were the management costs for the Pembrokeshire NHS trust for the years (a) 1992-93, (b) 1993-94 and (c) 1994-95 expressed as an actual figure and as a percentage of total budget. [15527]

Mr. Richards: Pembrokeshire NHS trust became operational from 1 April 1992. Management cost information is not available centrally for 1992-93. The cost for 1993-94 and 1994-95 was £2.053 million, or 4.95 per cent., and £1.873 million, or 4.46 per cent. respectively.

Mr. Rogers: To ask the Secretary of State for Wales what were the management costs for the Llanelli/Dinefwr NHS trust for the years (a) 1992--93, (b) 1993-94 and (c) 1994-95 expressed as an actual figure and as a percentage of total budget. [15526]

Mr. Richards: Llanelli/Dinefwr NHS trust became operational on 1 April 1993. The management cost for 1993-94 and 1994-95 was £1.024 million or 3.38 per cent., and £0.812 million, or 2.62 per cent., respectively.

Mr. Rogers: To ask the Secretary of State for Wales what were the management costs for the Merthyr and Cynon Valley health unit for the years (a) 1990-91, (b) 1991-92, (c) 1992-93, (d) 1993-94 and (e) 1994-95 expressed as an actual figure and as a percentage of total budget. [15530]

Mr. Richards: The cost for 1994-95 was £1.478 million, or 2.62 per cent. The information is not available centrally for earlier years.

Mr. Rogers: To ask the Secretary of State for Wales what were the management costs for the Heusol health unit for the years (a) 1990-91, (b) 1991-92, (c) 1992-93, (d) 1993-94 and (e) 1994-95 expressed as an actual figure and as a percentage of total budget. [15528]

Mr. Richards: The cost for 1994-95 was £0.489 million or 3.51 per cent. The information is not available centrally for earlier years.

Housing Starts

Mr. Alan W. Williams: To ask the Secretary of State for Wales if he will list the number of housing starts (a) by local authorities, (b) by housing associations and (c) in the private sector in each year from 1970. [15532]

Mr. Gwilym Jones: The requested information has been published in table 5 of Welsh housing statistics No. 7 1987--pre-1975--and table 2.1 of Welsh housing statistics No. 15 1995, post-1975; copies of both are in the Library of the House.

Business Link, Clwyd

Mr. Barry Jones: To ask the Secretary of State for Wales when he expects there will be a business link one-stop shop in Clwyd; and if he will make a statement. [15763]

Mr. Richards: My right hon. Friend launched the new business connect service on 15 January. Businesses throughout Wales, including in Clwyd, can access the service through a single telephone number: 0345 96 97 98.

Health Authority General Managers

Mr. Barry Jones: To ask the Secretary of State for Wales what was the total pay bill for NHS health authorities' general managers for 1994-95. [16188]

Mr. Richards: The total pay bill for NHS health authorities chief executives or general managers for 1994-95 amounted to £935,000.

Welsh Language

Dr. Howells: To ask the Secretary of State for Wales (1) what is the projected funding by the Arts Council of Wales to support (a) Welsh language publications and (b) English language publications in the Principality in 1996-97; [16161]

Mr. Richards: This is an operational matter for the Arts Council of Wales and I will ask the chief executive to write to the hon. Member with the information. A copy of the letter will be placed in the Library of the House.

TRADE AND INDUSTRY

Export Controls

Mr. Llew Smith: To ask the President of the Board of Trade if he will update his answer to the hon. Member for Blaenau Gwent of 19 January 1994, Official Report, column 749, in regard to changes made in the Export of Goods (Control) Order 1989. [15624]

Mr. Lang: The Export of Goods (Control) Order 1989 was amended seven times between its entry into force on 14 February 1990 and 31 December 1991, when it was replaced by the Export of Goods (Control) Order 1991, amended three times. Since then, two further Export of Goods (Control) Orders have been made--one in 1992, amended seven times, and its replacement in 1994, amended five times to date.

Following the implementation of Council regulation (EC) No. 3381/94 on the export of dual-use goods on 1 July 1995, the 1994 order was partially revoked in respect of dual-use goods and the Dual-Use and Related Goods (Export Control) Regulations 1995 introduced.

It would not be possible other than at disproportionate cost to describe all the changes made by these orders, regulations and associated amendments. Changes introduced since 1989 have included relaxations of controls agreed by COCOM before its demise, the implementation of agreements reached in the three non-proliferation regimes referred to in the previous answer, the introduction of an end-use control and the implementation of a new EC regulation on the export of dual-use goods.

Disability Discrimination Act 1995

Mr. Wigley: To ask the President of the Board of Trade what is the estimated cost during 1997 of industrial tribunal proceedings under the Disability Discrimination Act 1995. [16080]

Mr. John M. Taylor: The average cost to public expenditure of an industrial tribunal application in 1994-95 was £377. Current estimates are that there will be some 3,000 claims per annum made under the Disability Discrimination Act 1995. On this basis, the cost during 1997 will be around £1,131,000.

Energy Council

Mrs. Ewing: To ask the President of the Board of Trade if he will list the names and status of those who attended an informal EU Energy Council held in February 1996; what references were made to the energy White Paper on the basis for the future framework of EU energy policy; who will represent Her Majesty's Government at the Energy Council set for 7 May; and if he will make a statement. [15778]

Mr. Eggar: I represented the United Kingdom at the informal Council in Bologna which was chaired by Professor Clo, the Italian Minister for Industry and Foreign Trade. Other member states were mostly represented at ministerial level and Commissioner Papoutsis also attended.

Other diary commitments permitting, I also intend to represent the United Kingdom at the formal Council in May. As regards the discussion on the Commission's energy policy White Paper, I have nothing to add to the answer I gave to the hon. Member for Gateshead, East (Ms Quin) on 19 February 1996, Official Report, columns 46-47.
