Mr. Gordon Prentice: To ask the Secretary of State for the Environment what estimates he has made of the number of people living in mobile homes that are connected to mains electricity. [16760]
Mr. Clappison: This information is given in paragraph 197 of the report "Mobile Homes Survey", DOE 1992, copies of which were placed in the House of Commons Library at the time of publication.
Mr. Vaz: To ask the Secretary of State for the Environment how many and which local authorities have not adopted local plans. [17064]
Sir Paul Beresford: The Town and Country Planning Act 1990, as amended by the Planning and Compensation Act 1991, requires all non-metropolitan district councils in England to prepare a local plan for the whole of their area. These area-wide plans will replace any local plans that may have previously been prepared for part or parts of an authority's area. On 30 September 1995, 214 out of the 295 non-metropolitan authorities had not yet adopted their district-wide local plan. The authorities are as follows. Those marked 2 were fully covered by part-area local plans; those marked 1 were partly covered by local plans.

Mr. Callaghan: To ask the Secretary of State for the Environment what moneys are available from his Department for the restoration of land which is the subject of industrial dereliction in the Greater Manchester area. [17059]
Sir Paul Beresford: In 1994-95, English Partnerships contributed finance under its investment fund of £12.369 million to local authority land reclamation schemes in the Greater Manchester area. In addition, it contributed £8.173 million of finance to regeneration projects carried out in partnership with private sector companies.
The Department's challenge fund and city challenger programme also contribute to schemes that include the reclamation of derelict land in Greater Manchester.
Mr. Callaghan: To ask the Secretary of State for the Environment if he will make a statement on local government spending in the Greater Manchester area. [17040]
Sir Paul Beresford: No. Decisions on local government spending are a matter for the authorities concerned.
Dame Jill Knight: To ask the Secretary of State for the Environment what guidance has been issued to local authorities on the implementation of sections 28 and 29 of the Local Government Act 1988; and what revisions have been made to that guidance. [16753]
Sir Paul Beresford: We have issued no guidance to local authorities on these provisions of the Local Government Act 1988.
Mrs. Wise:
To ask the Secretary of State for the Environment how many cases of industrial asthma have been recorded in the past 10 years; and how many cases of industrial asthma where the sensitiser was flour have been recorded since the milling and handling of flour became recognised as a cause of industrial asthma. The table shows the number of new cases of assessed disablement from occupational asthma from prescribed agents under the industrial injuries scheme in Great Britain. The first complete year of record is 1983.

Mr. Spearing: To ask the Secretary of State for the Environment what exemptions for measurement of speed and distance in kilometres are included in United Kingdom regulations concerned with inland waterways; and what indications of such exemptions were included in information circulars used in related consultative procedures. [16730]
Mr. Robert B. Jones: The regulations apply to all waterways except those used for sea transport, where units of measurement are laid down in international conventions or agreements.
My Department has advised inland navigation authorities accordingly.
