Civil Servants (Company Directors)

Mr. Byers: To ask the President of the Board of Trade which serving civil servants in his Department are presently directors of companies; and if he will indicate for each (a) the name of the company concerned and (b) if the annual remuneration was (i) £1 to £5,000, (ii) £5,000 to £10,000 and (c) above £10,000. [18149]

Mr. John M. Taylor [holding answer 1 March 1996]: DTI staff may not in general hold directorships in public or private companies, firms or other organisations, although the holding of non-executive directorships in small, private, family-type companies is permitted if no conflict of interest results. Officials consult their line managers on such matters. Any fees paid are an individual matter and no central records are kept.

A number of senior DTI staff hold unpaid developmental non-executive directorships. Details of these, together with those of other Departments, are published in the Cabinet Office's annual report.

British Coal

Mr. Battle: To ask the President of the Board of Trade what guidelines he has issued to the company DTZ regarding the requirement that it approves the sale of British Coal property. [18814]

Mr. Page: British Coal is responsible for the disposal of its property. It is advised by DTZ. My Department has issued no guidelines to DTZ.

Collieries

Mr. Battle: To ask the President of the Board of Trade what contact his Department has had with (a) HJ Banks and (b) the DTZ bank concerning (i) Houghton Main colliery and (ii) Woolley colliery. [18815]

Mr. Page: My Department has had no contact with HJ Banks or British Coal's property advisers DTZ about either colliery.

Faulty Workmanship

Ms Walley: To ask the President of the Board of Trade what plans he has to amend part III of the Fair Trading Act 1973 in respect of redress for faulty workmanship. [19137]

Mr. John M. Taylor: I have no plans to do so.

Inward Investment (Merseyside)

Mrs. Jane Kennedy: To ask the President of the Board of Trade what measures he is taking to improve the management of inward investment inquiries and the delivery of projects on Merseyside. [18842]

Mr. John M. Taylor [holding answer 4 March 1996]: The Department of Trade and Industry supports the work of INWARD, the north-west's regional development organisation, in handling inward investment inquiries throughout the region, including Merseyside. In addition, the Government office for Merseyside is working with local partners, including INWARD, to develop and agree an inward investment strategy for Merseyside aimed at improving the region's inward investment performance.

Decommissioning

Mr. Ingram: To ask the President of the Board of Trade what is the Government's responsibility for the decommissioning costs including site clearance costs of the experimental nuclear reactor previously operated by the Scottish universities research and reactor centre at the former national engineering laboratory site in East Kilbride. [18066]

Mr. Ian Taylor [holding answer 4 March 1996]: Responsibility for the decommissioning of the experimental nuclear reactor at the Scottish Enterprise technology park at East Kilbride lies with the operator concerned, which in this case is the Scottish universities research and reactor centre.

Insolvency Service

Mr. Austin Mitchell: To ask the President of the Board of Trade what factors led to the delay in the announcement relating to the privatisation of the Insolvency Service that occurred on 28 February. [18684]

Mr. Oppenheim [holding answer 4 March 1996]: The announcement on the outcome of the contracting-out exercise undertaken by the Insolvency Service was delayed to provide an opportunity for further ministerial discussion.

Departmental Expenditure (Waveney)

Mr. David Porter: To ask the President of the Board of Trade what was the total expenditure by his Department in Waveney in 1994-95; what it will be in 1995-96, broken down by category; and if he will make a statement. [17843]

Mr. Oppenheim [holding answer 4 March 1996]: For 1994-95 none. For 1995-96, Norfolk and Waveney business link has a total budget of £1.4 million to provide a wide range of business support services through all its outlets, including the one in Lowestoft.

TRANSPORT

A46-A47 Link Road

Mr. Vaz: To ask the Secretary of State for Transport how much money has been (a) awarded and (b) paid to Leicestershire county council for (a) the eastern district distributor road and (b) the A46-A47 link road in each year since the start of the scheme. [17049]

Mr. Norris: No resources have been allocated for EDDR.

The A46-A47 link road has been accepted for the transport supplementary grant since 1985-86. The following amounts have been accepted:

TSG is paid at a rate of 50 per cent.of accepted expenditure, with the remainder being allocated as credit approvals. Grant may be adjusted downwards because of underspending in earlier years, but this is calculated on the authority's programme as a whole. It is not possible to say how much of Leicestershire's grant adjustments relate to underspending on this scheme.

Paloma (Seaman's Death)

Mr. Redmond: To ask the Secretary of State for Transport what representations he has received on the circumstances surrounding the death of a seaman on a Cypriot-registered coaster in the Humber on 22 February; and if he will make a statement. [17991]

Mr. Norris: The marine accident investigation branch is investigating the explosion which took place on the Paloma and the chief inspector of marine accidents will take appropriate action once the investigation has been completed.

Milford Haven

Mr. Allen: To ask the Secretary of State for Transport how many ship-system failures and serious incidents involving tankers have happened at Milford Haven since January 1993. [17891]

Mr. Norris: There have been 10 incidents reported to the marine accident investigation branch involving tankers in Milford Haven since 1993.

Mr. Dafis: To ask the Secretary of State for Transport if he will publish for each of the last three available years

Petroleum Coke

Mr. Redmond: To ask the Secretary of State for Transport if he will make a statement on the procedures governing the transportation of pet coke. [17925]

Properties

Black, finely divided residue from petroleum refining in the form of power and small pieces.

Observations

The provisions of this appendix should not apply to materials having a temperature below 55

o C when loaded.

Segregation and stowage requirements

"Separated from" foodstuffs.

"Separated longitudinally by an intervening complete compartment or hold from" all goods of class 1, divisions 1.1 and 1.5.

"Separated by a complete compartment or hold from" all other dangerous and hazardous materials (goods in packaged form and solid bulk materials).

Special requirements

1. Should not be loaded when the temperature exceeds 107

o C.

2. In cargo spaces over tanks containing fuel or material having a flashpoint under 93

o C, a layer of 0.6m to 1.0m of the material at a temperature not greater than 44

o C should first be loaded into the cargo space. Only then may the material, at 55

o C or above, be loaded into that cargo space.

3. The loading of the material should be as follows:

(1) for shipments in cargo spaces over fuel tanks, the loading of the 0.6m to 1.0m layer at a temperature not greater than 44

o C (as required in 2) should be completed prior to the loading of the material at 55

o C or above in any cargo space of the ship;

(2) upon completion of the loading described in 3.1, a layer of 0.6m to 1.0m of the material at 55

o C or above should first be loaded in each cargo space (including those cargo spaces, if any, already containing a layer of the material at a temperature not greater than 44

o C) in which the material is to be loaded in accordance with this entry;

(3) upon the completion of the loading of the 0.6m to 1.0m layer of the material at 55

o C or above in each cargo space (as required in 3.2), the normal loading of the material at 55

o C or above may proceed to completion; and

(4) personnel should be warned by the master of the ship that calcined petroleum coke loaded and transported under this entry is hot and that injury due to burns is possible if precautions are not taken.
