The first time that my right hon. Friend learnt that a change in the guidelines had been considered in 1988 was in a minute from his private secretary dated 13 November 1992.

Mr. Smith:
To ask the Prime Minister which officials from which Departments contributed to the preparation of the press briefing issued by the Cabinet Office on 15 February; what guidance they were given in regard to the matters within the Scott report on which to produce a digest and commentary; which recommendations by Sir Richard Scott according to the digest have already been accepted; and when these recommendations will be implemented. Successive Governments have not disclosed the nature or the specific sources of the advice that they receive from the civil service on their discussions with them. The Government's proposals in response to the recommendations of the Scott report were set out in the speech made by my right hon. Friend the President of the Board of Trade, on 26 February, Official Report, columns 589-604.

To ask the Prime Minister if he will set out Her Majesty's Government's definition of lethal and non-lethal military equipment as used in the consideration of export control licences. [18552]

Any defence equipment which was designed to kill would clearly fall within the category of lethal equipment. Other equipment has to be considered individually according to its nature and specifications.

Mr. Cohen:
To ask the Secretary of State for Scotland if he will list the officials in his Department who have declared a current interst; what requirements are placed on officials to declare relevant interests; in what form records of such declarations are kept; and if he will establish a central register of officials's interests. [16890]
Mr. Michael Forsyth:
Civil servants faced with a conflict of interest are required to declare their interst to senior line management so that a decision can be taken on how best to proceed. These rules are set out in section A10.1 of the Scottish Office staff handbook.
Staff who disclose a relevant interest do so on the understanding that the declaration, like all employment matters, is confidential between them and their employer.
We do not plan to establish a central register of officials' interests.
Mr. Llwyd:
To ask the Secretary of State for Scotland how many inward investment projects have settled in Scotland as a result of guidance given by the Invest in Britain Bureau over the past three years; and if he will make a statement [17731]
Mr. Kynoch:
Locate in Scotland works in close co-operation with the Invest in Britain Bureau and it is therefore very difficult to categorise specific projects as projects which came to Scotland as a result of involvement by IBB.
In the three years to March 1995, Locate in Scotland helped to attract to Scotland a total of 257 inward investment projects involving planned investment of over £2 billion and the expected creation or safeguarding of more than 31,000 jobs.

To ask the Secretary of State for Scotland what representation Scotland has on the Invest in Britain Bureau; and if he will make a statement. [17768]
Mr. Kynoch:
The Invest in Britain Bureau is a division of the Department of Trade and Industry and Locate in Scotland works in close co-operation with it. Both IBB and LIS are represented on the committee on overseas promotion, which is an interdepartmental committee which exists to co-ordinate the UK's inward investment activity and, in particular, to ensure that the activities of individual bodies are complementary and incremental to the overall UK effort.

To ask the Secretary of State for Scotland what was the total cost of the package offered by his Department to Chungwha Picture Tubes; and if he will make a statement. [17736]

To ask the Secretary of State for Scotland how many incidents the fire brigades in (a) Strathclyde and (b) Scotland attended in (i) 1980, (ii) 1994 and (iii) 1995. [18052]

Dr. Godman: To ask the Secretary of State for Scotland if he will review his allocation of funds to the fire services consequent on the formation of the new local government unitary authorities; and if he will make a statement. [18053]

Lord James Douglas-Hamilton: The allocation of revenue funding to the fire service in Scotland is a matter for local authorities. As to capital allocations, in consequence of the reorganisation of local government there will be a separate programme for fire service capital allocations, starting at a level significantly about average spending in previous years.
Dr. Godman: To ask the Secretary of State for Scotland how many retail premises burglaries in (a) Inverclyde and (b) Strathclyde resulted in a conviction in each of the past five years. [18050]
Lord James Douglas-Hamilton: Information held by the Scottish Office covers only recorded crimes of housebreaking for all non-domestic property and convictions where housebreaking was the main offence. It is not possible, therefore, to provide the information requested.
Dr. Godman: To ask the Secretary of State for Scotland how many men and women aged between 16 and 18 years in (a) Inverclyde and (b) Strathclyde are in full-time education; and if he will give the figures (i) in real terms and (ii) as a percentage of the total number of 16 to 18-year-olds in (a) and (b).
