Dr. Marek: To ask the Secretary of State for Foreign and Commonwealth Affairs what plans he has to ensure that the people of Gibraltar are represented at the European Parliament. [19280]
Mr. David Davis: Annex II of the 1976 EC Act concerning direct elections to the European Parliament states that the UK would apply its provisions only in respect of the UK. We are committed to ensuring that Gibraltar's views are fully taken into account through the UK in EU decision making.
Mr. Mackinlay: To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 1 March, Official Report, column 758, if staff of Her Majesty's embassy in Paris met Mr. de Kemoularia or Jean Pierre Mace in 1995 and 1996; who was present at the meetings; and for what purpose they were held. [19279]
Sir Nicholas Bonsor: Embassy staff had no working meetings with Mr. Kemoularia during the period in question, although he attended several social events at the embassy. The embassy has no record of any meetings with Mr. Mace.
Dr. Marek: To ask the Secretary of State for Foreign and Commonwealth Affairs in which areas of the EU residents do not elect representatives to the European Parliament. [19286]

Mr. David Davis: Representation in the European Parliament covers all member states of the EU. For the purposes of EP elections, the UK member state is defined as the United Kingdom only, and does not include those European territories for whose external relations it is responsible.
Mr. Harry Greenway: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress of the peace process in Angola. [17278]
Mr. Hanley: The UN Secretary-General, in his report to the Security Council of 2 February, acknowledged substantial delays in the implementation of the Lusaka protocol, but considered that sufficient progress had been made to recommend the renewal of the mandate of UNAVEM III. My right hon. Friend the Minister of State for Overseas Development urged both sides to reach a speedy conclusion to the peace process during her visit to Angola on 19 to 21 February.
Mr. Madden: To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Indian Government concerning the deaths and injuries suffered by civilians in Azad Kashmir on 26 January from fire across the UN line of control from Indian-occupied Kashmir; and if he will make a statement. [18897]
Mr. Hanley [holding answer 5 March 1996]: We have not made any specific representations to the Indian Government about this incident. We regret the tragic loss of life that occurred during an exchange of fire that day. We have repeatedly urged both sides to exercise restraint, and to resolve their difference over Kashmir through bilateral dialogue.
Mr. Madden: To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Indian Government about assassination attempts made against Kashmir leaders living in Indian-occupied Kashmir with special reference to Yasin Malik; what reports he has received about the identity of those responsible for such attacks; and if he will make a statement. [18896]
Mr. Hanley [holding answer 5 March 1996]: The British high commission in India is in contact with the Indian Government about the security situation in Kashmir. The precise identity of those responsible for the attack on Yasin Malik and others in Anantnag on 21 February remains unclear. HMG condemn all such acts of violence in Kashmir.
Mr. Madden: To ask the Secretary of State for Foreign and Commonwealth Affairs what reports he has requested from the United Nations concerning information from UN observers on the line of control between Kashmir and

Azad Kashmir concerning the shelling on 26 January of Azad Kashmir from Indian-occupied Kashmir; and if he will make a statement. [18898]
Mr. Hanley [holding answer 5 March 1996]: We would expect the UN military observers group to report an incident of this nature to the UN Secretary-General in the normal way. The incident has not so far been brought before the Security Council.
Mr. Byers: To ask the Secretary of State for Foreign and Commonwealth Affairs which serving civil servants in his Department are presently directors of companies; and if he will indicate for each (a) the name of the

company concerned and (b) if the annual remuneration was (i) £1 to £5,000, (ii) £5,000 to £10,000 and (c) above £10,000. [18137]

The Scottish Prison Service
The chief executive, directors, governors, senior managers and members of the Scottish Prison Service communications branch, as appropriate, respond to media inquiries and/or comment about operational matters on a daily basis. No central record is kept of the number of occasions on which this occurs, nor of the specific content of these contacts since this could be done only at disproportionate cost.
