Mr. Morgan: To ask the Secretary of State for Defence, pursuant to his answer of 16 April, Official Report, columns 455-56, what is the cost of decommissioning the AWE site in Llanishen that was taken into account in reaching the closure decision. [27327]
Mr. Arbuthnot: There is a long-standing convention of not announcing the detailed figures which subscribe to the overall cost of the defence nuclear programme. My Department, however, expects to spend some millions of pounds on the thorough decommissioning of the AWE site at Llanishen.

The Home Secretary has asked me to reply to your recent Question asking when will further figures on the comparative cost of public and private prisons be published.
We have recently received the first draft of a report by Coopers and Lybrand which updates the comparison of performance on cost and service delivery between each of the privately managed prisons and the most nearly comparable public sector prisons, using 1994-95 data.
Once the report has been finalised, we shall need to discuss the findings, and arrangements for publications, with Ministers.

Letter from Richard Tilt to Mr. Tom Cox, dated 29 April 1996:
The Home Secretary has asked me to reply to your recent Questions about suicide awareness training in prisons in England and Wales.
Training in suicide awareness was last reviewed in preparation for the launch of the current strategy in April 1994. The strategy is underpinned by a comprehensive training manual in modular form. As part of the implementation process, all governors nominated staff to attend central training as tutors. Tutors then carried forward the training of staff of all grades within their own establishment.
Every prison has a minimum of one member of staff trained as a suicide awareness tutor who contributes to the overall training programme set out by the governor.

The Home Secretary has asked me to reply to your recent Question about trade unions being de-recognised on the selection of prisons for market testing.
The Director of Personnel has informed all recognised trade unions that they were de-recognised for the purposes of collective bargaining on the scope and selection of schemes for private finance, market testing and contracting out. We shall continue to consult with the trade unions on these matters.
Where as a consequence of schemes transferring work to contractors there are personnel implications, the existing arrangements for consultation or negotiation with trade unions will apply.
