Mr. Byers: To ask the Secretary of State for the Environment in what circumstances landlords have a right of entry to their own property without a court order. [28928]
Mr. Clappison: Landlords have a right of entry to their property where there is specific provision in the tenancy agreement or lease. They also have statutory and common law rights of entry in defined circumstances, for instance when they need to carry out repairs, or to allow them to value their interest in a property which is subject to a statutory claim by leaseholders wishing to enfranchise or acquire a new lease.

Mr. Michael Brown: To ask the Secretary of State for the Environment when he proposes to issue guidance to local housing authorities on the use of joint tenancies for adults sharing a home on a long-term basis. [29580]
Mr. Curry: I have today published DOE circular 7/96, "Local Authority Joint Tenancies". Copies have been sent to all local housing authorities in England. A parallel circular has been issued in Wales. Copies have been placed in the Library of the House.

of the biodiversity steering group; and if he will make a statement. [29685]
Mr. Gummer: The UK biodiversity steering group was set up to advise the Government on the further development of the UK biodiversity action plan. The Government welcomed the group's report at its launch in December 1995. It will publish its response tomorrow under a foreword from the Prime Minister. The response will be positive and will explain how the Government, in partnership with other sectors will implement the species and habitat action plans and carry forward the other recommendations in the report. In particular it will set out a number of new initiatives it is taking to ensure that the UK maintains its leading role in the implementation of the convention on biological diversity. Copies of the response will be placed in the Library.
