Mr. Pickthall: To ask the Secretary of State for Transport what forecast he has made of the total cost of shadow tolls per annum from design, build, finance and operate road schemes to the Government in (a) 2000, (b) 2005 and (c) 2010. [29268]

Letter from Lawrie Haynes to Mr. Colin Pickthall, dated 16 May 1996:
The Secretary of State for Transport has asked me to reply to your recent Parliamentary Question about the cost of shadow tolls for design, build, finance and operate road schemes. We forecast expenditure of approximately £110m in 2000/01, £120m in 2005/6 and £130m in 2010/11 at cash prices on contracts let to date. Actual expenditure incurred will be dependent on traffic levels.
Mr. Gordon Prentice: To ask the Secretary of State for Transport what is the replacement cost of the permanent way and other railway infrastructure in Great Britain. [28475]
Mr. Watts: Railtrack's fixed asset values as at 31 March 1995 on a current cost basis are described in section D of part 10 of the Railtrack prospectus. Current cost is the cost of replacing the existing asset with an equivalent asset capable of performing its task. The total gross replacement cost of Railtrack's tangible fixed assets at 31 March 1995 was £19,366 million, of which £9,097 million related to the track. After taking into account accumulated depreciation, the amounts are £6,492 million and £1,467 million respectively. Fuller information is set out on pages 144 to 146 of the prospectus, a copy of which is available in the Library.

Mr. Prentice: To ask the Secretary of State for Transport how many (a) bridges, (b) viaducts and (c) other railway structures have been demolished by Railtrack since it assumed responsibility for the railway infrastructure. [28476]
Mr. Watts: Railtrack would demolish bridges or other structures only when they were no longer required for operational reasons and after any necessary consents had been granted. Exact figures could be obtained only at disproportionate cost because Railtrack does not hold this information centrally.
Mr. Nigel Evans: To ask the Secretary of State for Foreign and Commonwealth Affairs when he expects to announce the nomination of a new United Kingdom member of the Committee of the Regions to replace Mr. Roy Cross. [29686]
Mr. David Davis: My right hon. and learned Friend the Foreign Secretary has recently nominated Councillor Robert Eccles, JP, an independent member of Ryedale district council and of the new unitary York district council, to replace Mr. Cross.
Mr. Spearing: To ask the Secretary of State for Foreign and Commonwealth Affairs what communication he has received from the secretariat of the conference of representatives of Governments of member states of the European Union concerning its endowment with a specific legal personality by an amendment to the present treaty of European Union. [29712]
Mr. David Davis: The secretariat has circulated a presidency note setting out options on the issue of legal personality for the European Union. The document is note No. 27 (CONF 3827/96). It was placed in the Library of the House on 8 May.
Mr. Jon Owen Jones: To ask the Secretary of State for Foreign and Commonwealth Affairs how many Indonesian police officers have received training in the United Kingdom under the police management training project in each year since 1990; and if he will list for each officer the (a) name, (b) rank, (c) cost of training, (d) duration of training and (e) United Kingdom police force which provided the training. [29506]
Mr. Hanley: Between 1990-91 and 1995-96, 24 Indonesian police officers have received training in the United Kingdom under the police management training project. Details are given in the table, which records that several officers came to the UK for training more than once. The training costs quoted are approximate.
