Development Corporations (Residential Blocks)

Mr. Parry: To ask the Secretary of State for the Environment if he will list the development corporations with residential blocks in their areas and the service charge in each block; and if he will make a statement. [35734]

Sir Paul Beresford: The following urban development corporations have residential blocks in their respective areas: Birmingham Heartlands, Black Country, London Docklands, Merseyside, Trafford Park and Tyne and Wear.

The information on service charges is not held by the UDCs, but would in any case be commercially confidential.

Service Charges (Liverpool)

Mr. Parry: To ask the Secretary of State for the Environment if he will list the service charges made in the Wapping dock, the Waterloo dock and the Albert dock in Liverpool. [35735]

Sir Paul Beresford: The service charges are a matter between the tenants and the companies concerned. My reply to the earlier question on Wednesday 26 June, Official Report, column 135, gives details of the range of services covered by the service charge at Albert dock.

Energy Advice Centres

Ms Roseanna Cunningham: To ask the Secretary of State for the Environment what proposals his Department has with regard to the funding of local energy advice centres from September 1996. [35901]

Mr. Clappison: The Energy Saving Trust is responsible for the management and funding of the local energy advice centres. My Department has agreed the trust's proposals to use DOE funds to support the local energy advice centres up to March 1999. The trust is announcing its plans for the local energy advice centres today, at the local energy advice centres' annual conference.

Packaging Waste Regulations

Mr. Illsley: To ask the Secretary of State for the Environment when he expects to publish the regulations implementing the European directive on packaging waste; and when and under which procedure the regulations are expected to be placed before the House for approval. [36154]

Mr. Clappison: I hope to publish a consultation document on the draft regulations in the near future. As provided in section 93(10) of the Environment Act 1995, a statutory instrument containing regulations--on producer responsibility--shall not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.

Radioactive Waste Management Advisory Committee

Mr. Luff: To ask the Secretary of State for the Environment if he will make a statement about the forthcoming finance, management and policy review of the Radioactive Waste Management Advisory Committee. [36400]

Mr. Gummer: As part of the Government's programme of regular five-yearly financial management and policy reviews of non-Departmental public bodies my Department will conduct a thorough review of the Radioactive Waste Management Advisory Committee. The first stage of this review takes the form of a prior options study. This will assess the extent to which the committee's functions are necessary for the achievement of the Government's policies, and whether there is scope for privatising, contracting out or transferring all or part of its functions to another body.

The work of the committee, both past and anticipated, will be examined and the results of that examination and of the prior options study will inform a detailed review of the committee's structure and operation.

To minimise the uncertainty that the prior options study will cause, I expect that study to be completed within three months. The time required for the more detailed review cannot be foreseen, but I expect it to last no longer than a further three months.

In carrying out the study, my Department will seek the views of those with an interest in the committee's work, including the regulatory authorities, other Government Departments, the nuclear industry, representatives of non-nuclear users of radioactivity, other advisory committees and non-governmental organisations.

Private Finance Initiative

Sir Peter Lloyd: To ask the Secretary of State for the Environment what further steps he is taking to encourage the private finance initiative in local government; and if he will make a statement. [36368]

Mr. Curry: On 21 May, Official Report, columns 164-65, I announced that my Department would be consulting the local authority associations, and others, on wide-ranging measures to help harness private-sector finance and management expertise. I am now issuing draft capital finance regulations for consultation, with the aim of having regulations in force by the end of October.

Marine Environment

Ms Ruddock: To ask the Secretary of State for the Environment when he intends to publish guidance on the implementation of the decision on marine and coastal biodiversity agreed at the second conference of the parties of the convention on biological diversity. [35466]

Mr. Clappison [holding answer 3 July 1996]: The decision agreed at the second conference of the parties of the convention on biological diversity, to encourage the establishment or strengthening of arrangements for the management of marine and coastal ecosystems, will be given effect in the United Kingdom by actions included in the United Kingdom biodiversity action plan (Cm2428). Commitments made at the fourth North sea conference in June 1995 are also relevant for which implementation guidance was published on 2 July 1996. A good practice guide on coastal zone management will be published later this year. No further guidance is necessary.

SCOTLAND

Renfrewshire Healthcare NHS Trust

Mr. Graham: To ask the Secretary of State for Scotland if he will make a statement regarding the restructuring of the nursing services in the Renfrewshire Healthcare NHS trust. [35218]

Lord James Douglas-Hamilton: It is for NHS trusts to determine the best means of delivering nursing services to secure high quality patient care and the most cost-effective use of resources. The hon. Member may wish to contact the chief executive of the trust for further details.

English Certificates or Money Provisions

Ms Roseanna Cunningham: To ask the Secretary of State for Scotland what mechanisms are in place at the Books of Council and Session to establish the substance of an English certificate of money provisions with particular reference to ascertaining whether it falls within the terms of schedule 8, rule 3(4) to the Civil Jurisdiction and Judgments Act 1982. [35946]

Lord James Douglas-Hamilton: Before registering English certificates of money provisions, the keeper of the registers of Scotland ensures that such certificates.


Ms Cunningham: To ask the Secretary of State for Scotland how many English certificates of money provisions were registered with the Books of Council and Session each year since 1990 and in the first half of 1996. [35945]

Motorway Accidents

Mr. Frank Field: To ask the Secretary of State for Scotland if he will list the locations of all accidents that occurred on the motorways of Scotland in the last year for which figures are available; and if he will plot this information on a map and place a copy thereof in the Library. [35310]

Lord James Douglas-Hamilton: The table lists the number of personal injury accidents in 1995 for motorways in Scotland excluding the M8 through Glasgow. This information has been plotted on a map and a copy will be placed in the Library.

Investors in People Initiative

Mr. Dalyell: To ask the Secretary of State for Scotland, pursuant to his letter of 6 June, what public funds have been committed to training through the investors in people initiative; and if he will provide a breakdown of the money allocated to the 311 companies to which he referred in paragraph 5. [34639]

Mr. Raymond S. Robertson: In the past five years, more than £5 million has been spent on investors in people in Scotland. This money is not allocated directly to individual organisations but is used by Scottish Enterprise and Highlands and Islands Enterprise to fund advisers based in local enterprise companies, to fund the assessment body, Investors in People Scotland, and for promotional work. It is not possible to assess the value of support given to each of the 1,762 organisations formally committed to IIP or the 329 organisations which have achieved the standard.
