Statistical Forms

Mr. Steen: To ask the Secretary of State for National Heritage if she will list the statistical forms issued to businesses by her Department, indicating the number of each sent out. [38674]

Works of Art

Mr. Faulds: To ask the Secretary of State for National Heritage, pursuant to her answer of 11 July, Official Report, columns 251-52, if she will take steps to promote the expediting of the allocations of works of art and museum objects which have already been accepted in satisfaction of inheritance tax during the years 1992 to 1994; and if she will make a statement giving reasons for the delay which has taken place in the four instances concerned. [38697]

Mr. Sproat [holding answer 22 July 1996]: The list supplied in my answer of 11 July was a comprehensive one covering all items which I have agreed may be accepted in lieu of tax and which are still active, and the date of that agreement. The list was not therefore confined solely to items which have been finally accepted in lieu of tax--for which memoranda have been exchanged between the Inland Revenue and the relevant estate and for which the Revenue has been compensated by my Department for the tax forgone. Once I have agreed acceptance, it may, in some cases, take time for acceptance or allocation to follow. This may be for legal, taxation and other such technical reasons. I cannot comment on individual cases because of the law relating to the confidentiality of taxpayers' affairs--section 182 of the Finance Act 1989. It is the Museums and Galleries Commission which advises me both on whether to agree the acceptance of AIL offers and on their allocation. My Department, the MGC, and all other parties involved in administering and negotiating the allocation of accepted items will continue to do so as speedily as the technical complexities allow.

Mr. Faulds: To ask the Secretary of State for National Heritage if she will make it her policy to favour a more flexible interpretation of what may constitute significant partnership funding required in order to make available lottery funding for the acquisition by public institutions of exceptional works of art; and if she will make a statement. [38666]

Mr. Sproat [holding answer 22 July 1996]: My policy is that partnership funding should be required. I have encouraged the lottery distributors to be flexible in their interpretations of this requirement reflecting the circumstances in which they operate.

Bay Radio Ltd.

Mr. Hutton: To ask the Secretary of State for National Heritage what action has been taken by the Radio Authority under section 86 of the Broadcasting Act 1990 to review the suitability of Bay Radio Ltd. to hold a licence to operate a radio station; and if she will make a statement. [38261]

Mr. Sproat [holding answer 22 July 1996]: The licensing of independent radio stations is for the Radio Authority. I understand that it has not at this stage undertaken a review of the suitability of Bay Radio Ltd. under section 86 of the Broadcasting Act 1990.

Government Art Collection

Mr. Robert Banks: To ask the Secretary of State for National Heritage what arrangements exist and what proposals he has to encourage contemporary artists through displays of paintings and sculpture in Government-owned buildings. [38424]

Mr. Sproat: The Government art collection, with guidance from its advisory committee, buys and commissions paintings and sculpture by contemporary British artists for display in Government buildings at home and abroad. The GAC occasionally supplements its own holdings by borrowing contemporary works from other collections for display in particular locations.

TRANSPORT

Railways (Complaints)

Mr. Sheerman: To ask the Secretary of State for Transport how many complaints he has received regarding the newly privatised parts of the rail network; and how many about those services provided by British Rail in the same period. [33179]

Mr. Watts: Since the commencement of the first franchised services on 4 February 1996, I have received 29 complaints about railway passenger services operated by franchise operators, and 219 about those operated by British Rail.

Rail Near Miss Registration

Mrs. Dunwoody: To ask the Secretary of State for Transport if he will put in place a system of near miss registration, anonymous if necessary, to register situations concerning workers on the track similar to that applying in the aviation industry. [38538]

Mr. Watts: I have no current plans to do so. It is the responsibility of the railway industry itself to manage its affairs properly to control risks to staff. For some time now, details of near misses involving track workers have been recorded by the industry in support of the drive to reduce track casualties.

Rail (Investment Projects)

Mrs. Dunwoody: To ask the Secretary of State for Transport how many major projects in British Rail's 1991 "Future Rail--The Next Decade" investment prospectus are under construction. [38536]

Mr. Watts: British Rail's document "Future Rail--The Next Decade", published in July 1991, mentioned seven projects involving the construction of new railway lines and the upgrading of existing lines. Of those seven projects, three are completed--the Birmingham cross-city electricification scheme, the Manchester metrolink light rail scheme and the Manchester airport rail link. One--Heathrow express--is under construction. The remaining three--the channel tunnel rail link, Thameslink 2000 and crossrail--are at various stages of development.
