EU Funding

Mr. Carlile: To ask the Secretary of State for Wales if he will list the capital projects which have been funded by EU money in Wales; and if he will make a statement. [39086]

Mr. Hague: This information is not readily available and could be provided only at disproportionate cost.

Mr. Alex Carlile: To ask the Secretary of State for Wales how much (a) objective 2 and (b) objective 5b funding Wales received from the EU in each of the last three years; and if he will make a statement. [39085]

Mr. Hague: The information is as follows:

£ million

1993-941994-951995-96
Objective 2(21)45.224.24.1
Objective 5(a)(22)8.57.38.5
EAGGF guidance fund
Objective 5(b)(21)0.021.24.6

(21) Does not include ESF receipts which are the responsibility of DFEE.

(22) Does not include receipts that come to Wales via the Intervention Board Executive Agency (IBEA).

Overall receipts of £241.3 million are anticipated for the programmes under objectives 2 and 5b which cover the years 1994-96 and 1994-99 respectively. The rules governing the drawdown of receipts from the European Commission produce an uneven distribution across financial years. The first tranches were received during 1994-95, on approval of the programmes. Subsequent tranches can be drawn down only when certified eligible expenditure, declared in claims submitted by recipients of grant, reaches specific trigger levels. Payments under these programmes continue into the subsequent two financial years following the closure of the programme.

Housing Waiting Lists

Mr. Alex Carlile: To ask the Secretary of State for Wales if he will list the number of people currently on housing waiting lists in each local authority in Wales; and if he will make a statement. [39088]

Mr. Hague: The information requested is not held centrally.

Hospital Beds

Mr. Alex Carlile: To ask the Secretary of State for Wales if he will list the number of hospital beds available for use in each Welsh health authority in each year since 1979; and if he will make a statement. [39092]

Mr. Hague: The information is given in the following table. Data for NHS trusts are included within the health authority area in which the trust was situated. The changes in bed numbers reflect shorter hospital stays and more patients requiring long-term care being treated in the community. Over the same period of time the number of in-patients and day cases admitted to hospitals in Wales has almost doubled.

NHS Managers

Mr. Alex Carlile: To ask the Secretary of State for Wales if he will list the number of (a) managers and (b) senior managers employed by each (i) Welsh health authority and (ii) Welsh health trust, and in total, in each applicable year since 1979; and if he will make a statement. [39075]

Mr. Hague: Information on staff classified as managers as a separate group is available from 1987 but

data for managers and senior managers cannot be split reliably. The figures are given in the following table but data are not comparable from year to year. Later years' figures include staff who have been reclassified as managers following the extension of senior managers terms and conditions of service to allow inclusion of other staff. Information on the number of administrative and clerical staff, including managers, in Wales since 1979 is also shown in a following table.

Nursery Education

Mr. Alex Carlile: To ask the Secretary of State for Wales if he will make a statement on the number of (a) three-year-old and (b) four-year-old children currently receiving nursery education in Wales; what is his estimate of the change in the number of three and four-year-olds who would receive nursery education under the nursery voucher scheme; and what evidence this estimate is based on. [39096]

Mr. Hague:

At January 1995, an estimated 19,625 three-year-olds and 35,031 four-year-olds were in maintained and independent schools 1 . The voucher scheme will enable the parents of all four-year-olds to seek nursery education for their children for a full three terms in the setting of their choice, which is not always available under current arrangements. Take-up will depend on parental choice and the availability of places. The voucher scheme need not affect provision for three-year-olds, which remains at the discretion of local education authorities.
