Mr. Bayley: To ask the Secretary of State for Education and Employment what percentage of people leaving Government supported training schools in North Yorkshire between September 1994 and August 1995 obtained a full-time job in a field closely related to that in which they received training. The Deputy Prime Minister: The Government recognise the crucial role played by small firms in the United Kingdom economy and aim to help them by providing sound economic conditions--keeping inflation and interest rates low; reducing legislative administration and taxation burdens; and where appropriate provide direct assistance in the form of specialist advice and support and easing access to finance.
The Office of Public Service is responsible for taking forward the competitiveness agenda across Government, promoting deregulation and promoting best practice in all aspects of the Government's relationship with the private sector. Helping small business is a key part of these activities. The third competitiveness White Paper, "Creating the enterprise centre of Europe", provides a summary of these activities. The Chancellor of the Duchy of Lancaster has asked me to respond to your Questions about the Government Car Service (GCS). As Chief Executive of the Security Facilities Executive, I have operational responsibility for the GCS.

These costs cover the whole of the Government Car Service, including the Ministerial vehicles. It would, however, be disproportionately costly to disaggregate this information by customer.
Ms Quin:
To ask the Chancellor of the Duchy of Lancaster how many civil servants have been seconded to the European Commission and to which directorates in each of the last five years. [38690]
Mr. Freeman:
For the past five years around 100 United Kingdom and Northern Ireland civil servants have been on secondment to the European Commission as national experts at any given time. The total number of secondees in post at the end of each of the last four years, together with the current figures, broken down by directorates general, are as follows:
GCS Drivers are responsible for driving safely and responsibly. With the exception of parking offences, they meet the cost of any fines for motoring offences from their own pockets, and we do not keep details.
Our records show that the Government Car Service covered the cost of the following parking violations from 1986:

Mr. Miller: To ask the Deputy Prime Minister who will hold archives of parliamentary papers (a) in paper form and (b) in electronic form, currently held by HMSO following the proposed privatisation; and what estimate he has made of their value. [39624]
Mr. Freeman: The national archive of parliamentary papers in paper form is held by the British Library and not HMSO. This archive will be unaffected by the privatisation. HMSO's own archive of parliamentary papers is held as a mixture of paper and microfilm. It is extensive but not comprehensive. HMSO has only a limited archive of material in electronic formats.
