Allowances

Mr. Rowlands: To ask the Secretary of State for Social Security what estimate he has made of the number of people who have suffered a reduction in the reduced earnings allowance with the introduction of the retirement allowance in (a) the benefit offices covering Merthyr Tydfil and Rhymney, (b) Wales and (c) the United Kingdom. Mr. Roger Evans: The information is not available in the format requested. Such information as is available is as follows.

As at 1 April 1995 there were approximately 985 people receiving retirement allowance in Wales and 10,700 in Great Britain. In order to assess those who will be transferred to retirement allowance under the amended legislation which came into force on 24 March, the Benefits Agency has identified all remaining reduced earnings allowance recipients who are over pensionable age. About 350 such recipients were identified within the area administered by the Eastern Valleys district, about 1,900 in Wales and about 20,000 in Great Britain.

Mr. Rowlands: To ask the Secretary of State for Social Security if he will list all decisions relating to (a) the special hardship allowance and (b) the reduced earnings allowance by the hearings of (a) the commission, (b) the tribunal and (c) the divisional court. [37874]

Incapacity Benefit

Mr. Robert Ainsworth: To ask the Secretary of State for Social Security how many appeals have been lodged against a disallowance of incapacity benefit in the Coventry benefits district in each quarter since April 1995; how many of these have been from (a) new incapacity benefit claimants and (b) former claimants of invalidity benefit; in each case, how many appeals have been (i) disallowed, (ii) superseded and (iii) found in the claimant's favour; and how many are outstanding. [37853]
