Brown-field Sites

Mr. Norman Hogg: To ask the Secretary of State for Scotland what estimate he has made of the total area of brown-field sites which is available for redevelopment; and what estimate he has made of that area to be redeveloped in each of the next five years. [1223]

Mr. Kynoch [holding answer 1 November 1996]: My right hon. Friend has made no estimates of this nature. However, the hon. Gentleman may be interested to know that information on the amount of vacant and derelict land in Scotland is reproduced in the Scottish Office statistical bulletin environment series "Scottish Vacant Derelict Land Survey 1995", published in October this year. A copy is available in the House Library.

Local Government Finance

Mr. Welsh: To ask the Secretary of State for Scotland if he will list for each district and islands council area the final outturn expenditure for 1995-96 in (a) the housing revenue account and (b) the non-housing revenue account. [1616]

Nursery Vouchers

Mrs. Liddell: To ask the Secretary of State for Scotland how many four-year-olds were in (a) private, (b) voluntary and (c) local authority pre-school provision in each of the pilot areas of the nursery voucher scheme, for the latest date for which figures are available prior to the issuing of vouchers. [1823]

Mr. Raymond S. Robertson [holding answer 1 November 1996]: The information is set out in the table, except for Argyll and Bute where information is not separately identifiable for the pilot area. It is important to note that children may attend more than one type of pre-school provision.

Mrs. Liddell: To ask the Secretary of State for Scotland what notification he has received in respect of pre-school providers that have gone out of business as a result of competition from other providers in the pilot areas of the nursery voucher scheme. [1825]

Mr. Robertson [holding answer 1 November 1996]: None.

Mrs. Liddell: To ask the Secretary of State for Scotland what proportion of the vouchers that have been redeemed to date, have been redeemed in (a) the public, (b) the private and (c) the voluntary sector. [1829]

Mr. Robertson [holding answer 1 November 1996]: Of the vouchers for which claims had been paid by 25 October, 61 per cent. had been used in the public sector, 13 per cent. in the private sector and 26 per cent. in the voluntary sector. A number of claims had not yet been made, and these proportions will change as outstanding vouchers are submitted.

Mrs. Liddell: To ask the Secretary of State for Scotland how many (a) parents and (b) eligible children in each of the pilot areas of the nursery voucher scheme have not taken up the entitlement to apply for a voucher. [1824]

Mr. Robertson [holding answer 1 November 1996]: Precise information on the numbers of eligible parents is not available. The four pilot authorities have estimated that there are 3,763 eligible children in the pilot areas. As at 25 October, 3,716 books of vouchers had been issued.

Mrs. Liddell: To ask the Secretary of State for Scotland what representations he has received from pre-school providers outside the pilot areas whose rolls have decreased as a result of the piloting phase of the nursery voucher scheme; and if he will list the providers. [1826]

Mr. Robertson [holding answer 1 November 1996]: My right hon. Friend has received one such representation.

Mrs. Liddell: To ask the Secretary of State for Scotland how many providers have received initial validation to accept voucher-bearing children in (a) public, (b) private and (c) voluntary sectors. [1828]

Mr. Robertson [holding answer 1 November 1996]: Centres in the pilot areas are registered for the use of vouchers only if they are already subject to inspection by HM inspectorate, or if the HMI, having examined its profile of education provision, is satisfied of their capacity to deliver quality education. There are currently 152 centres registered as eligible to redeem vouchers-- 64 public sector, 18 private sector and 70 voluntary sector.

Pre-school Education

Mrs. Liddell: To ask the Secretary of State for Scotland how many three-year-olds were in receipt of pre-school education in the period 1994-95; and how many have registered since August 1996, broken down by (a) type of provision and (b) unitary authority. [1827]

Mr. Raymond S. Robertson [holding answer 1 November 1996]: Information on three-year-olds attending education authority and independent schools, as

at September 1994 and September 1995, is set out in the table by unitary authority. While information is collected centrally on the numbers of three-year-olds attending other voluntary and private sector centres, it is not currently possible to identify whether a three-year-old in such a voluntary or private sector centre is receiving education as distinct from care. Information on the number of three-year-olds who have enrolled for pre-school education since August 1996 is not yet available.
