Employment Contracts

Mr. Hain: To ask the Secretary of State for Scotland how many (a) full-time jobs, (b) part-time jobs, (c) full-time jobs which are on (i) renewable and (ii) unrenewable fixed-term contracts, (d) part-time jobs which are on (i) renewable and (ii) unrenewable fixed-term contracts, (e) temporary jobs and (f) jobs classified as casual there have been in (1) his Department and (2) executive agencies of his Department for each year since 1992. [5429]

Lord James Douglas-Hamilton: The numbers of full-time and part-time staff, full-time and part-time staff on fixed-term appointments, and full-time and part-time casual staff employed each year since 1992 are shown in the tables.

We do not hold statistics which categorise fixed-term appointments as renewable or unrenewable, but the great majority are open to being made permanent or to extension. w also do not distinguish between "temporary" and "casual" employees.

Crown Office Properties

Mr. Chisholm: To ask the Secretary of State for Scotland if he will list (a) how much the Crown Office is required to pay in lieu of non-domestic rates to each council in Scotland this financial year and (b) how much it had actually paid by 13 November. [5659]

Lord James Douglas-Hamilton: The Crown Office makes an annual contribution in lieu of rates payment on its properties to the Valuation Office agency, an executive agency of the Inland Revenue). The exception to this would be where the Crown Office is a minor occupier in a Government building and a contribution would be paid to the major occupying Department. The estimated contribution in lieu of rates for Crown Office this financial year is £1,063,000, of which £926,000 has been paid.

Government Borrowing Requirement

Mr. Salmond: To ask the Secretary of State for Scotland if he will estimate at 1996-97 prices the public sector balance between revenue and expenditure for Scotland for each year from 1979-80 to 1994-95 after deducting a gross domestic product share of the United Kingdom general government borrowing requirement, a gross domestic product share of privatisation proceeds and allocating 90 per cent. of oil revenues to Scotland's revenue. Mr. Waldegrave [holding answer 31 October 1996]: I have been asked to reply. The table shows the calculations requested. The method proposed for calculating Scotland's budget balance, by simply assuming that the shares of Scotland in total expenditures and revenues are in proportion to Scotland's share of GDP, is misconceived, since it takes no account of available information of government expenditure and revenue in Scotland. Approximate estimates of these are published in the "Government Expenditure and Revenue in Scotland" annual report. These show much higher borrowing figures for Scotland in recent years than given by the requested calculations.
