Gelatine

Mr. Hinchliffe: To ask the Minister of Agriculture, Fisheries and Food, pursuant to his answer of 6 November, Official Report, column 584, for what reasons the greatest monthly export of gelatine between January and June 1996 occurred in April. [5666]

Mrs. Browning: We are not aware of the reasons underlying the level of exports of total gelatine recorded for April 1996. However, the variation in the volume of exports in this period is not out of line with the normal monthly variations seen for exports of this commodity.

Live Animal Exports

Mr. Morley: To ask the Minister of Agriculture, Fisheries and Food what instructions he gives to his veterinary staff regarding (a) the approval of markets and other collection centres for the purposes of intra-Community trade and (b) the operation of markets when animals are presented for sale for export to EC countries. [4165]

Mrs. Browning [holding answer 15 November 1996]: An animal health circular on the procedures for approval of collection centres, which included details of the conditions under which approved markets must operate, was issued to veterinary staff earlier this year. A copy has been placed in the Library of the House.

Private Finance Initiative

Mr. Mudie: To ask the Chancellor of the Exchequer (1) how much 1996-97 PFI expenditure was committed at September 1996; and what is his latest estimate of total PFI expenditure for 1996-97 in respect of each Government Department; [5706]

Mr. Jack [holding answer 25 November 1996]: For a breakdown of capital expenditure on PFI in 1995-96 by Department, I refer the hon. Gentlemen to my answer to the hon. Member for Nottingham, South (Mr. Simpson) on 25 November 1996. An aggregated estimated outturn of capital expenditure on PFI for 1996-97, along with forecasts for the future three years, broken down by Department and aggregated estimates of the cost of the future revenue commitments of the public sector will be published in the "Financial Statement and Budget Report" for 1997-98 on 26 November. of PFI expenditure as of September 1996 was not collected separately--there is no financial or accounting reason to do so--and could be calculated only at disproportionate cost.

Departmental Decisions (Appeals)

Mr. Gordon Prentice: To ask the Chancellor of the Exchequer if he will list those administrative decisions of his Department affecting (a) United Kingdom citizens and (b) non-citizens where there is no right of appeal. [6037]

Mrs. Angela Knight [holding answer 25 November 1996]: The information is not available and could be obtained only at disproportionate cost.

Current Accounts Directions

Mr. Tim Smith: To ask the Chancellor of the Exchequer if he will list each current accounts direction issued by Her Majesty's Treasury giving the name of the Department to which it is directed and the date on which it will be made. [4975]

Mr. Oppenheim [holding answer 21 November 1996]: The form of the current appropriation accounts prepared by Departments is prescribed in "Government Accounting" and no accounts directions have been issued in respect of these accounts. Her Majesty's Treasury issues accounts directions to Departments in respect of the accruals-based accounts prepared by their Supply-financed executive agencies and trading funds, a number of accounts of entities which are regarded as Departments, certain NHS bodies, the NHS summarised accounts, and a number of individuals accounts.

Departments are in the process of introducing resource accounts which will conform to the guidance given in the resource accounting manual currently being considered by the financial reporting advisory board. This guidance is intended to remove the need to issue separate accounts directions in respect of bodies which will fall within the departmental boundary for the purposes of resource accounting and budgeting.

The following list shows the Supply-financed executive agencies, trading funds, entities regarded as Departments and the summarised accounts prepared by the NHS to which Her Majesty's Treasury has issued an accounts direction, and the financial year in respect of which the direction became effective. Information on the directions issued in respect of individual accounts is not kept centrally and can be obtained only at disproportionate cost.
