South Africa

Mr. Caborn: To ask the Secretary of State for Foreign and Commonwealth Affairs what was the total amount of aid to South Africa in each of the years 1991 to 1995 from (a) the European Community and (b) the United Kingdom, bilaterally. [9323]

(7) The UK figures for 1991 and 1992 are those for the nearest corresponding financial year. EC aid to South Africa did not commence until 1993. Before the 1994 elections, all aid was channelled through non-governmental organisations, community groups or other institutions.


UN Aid Target

Mr. William O'Brien: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on his policy in respect of the timetable for achieving the UN target of 0.7 per cent. of gross national product of the Overseas Development Administration budget; and what progress has been made to date in achieving the target. Dr. Liam Fox: The Government remain committed to meeting the UN target of 0.7 per cent. of gross national product to be devoted to development assistance, but not to a timetable for reaching it. At 0.28 per cent. of GNP, the UK ratio remains above average for all donors--0.27 per cent. UK public and private flows to the developing world stood at 1.38 per cent. of GNP in 1995, well in excess of the 1 per cent. UN target, and second only to the Netherlands.

Regional Summit, Nairobi

Mr. Tony Lloyd: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the outcome of the regional summit in Nairobi on 16 December. [9757]

Dr. Liam Fox: We welcome the decision of the Nairobi summit on 16 and 17 December that Presidents Moi, Mugabe, Mandela and Biya should take steps to assist the ending of conflict in easter Zaire, and to promote peace and security in the great lakes region.

DEFENCE

Comprehensive Test Ban Treaty

Mr. Cohen: To ask the Secretary of State for Defence what additional resources have been made available to the Atomic Weapons Establishment in respect of the promotion and operation of a comprehensive test ban treaty. [9635]

Mr. Arbuthnot: As there are currently no plans to involve AWE in the promotion and operation of CTBT, no additional resources have been allocated. The United Kingdom remains committed to an effective and verifiable comprehensive test ban treaty. My Department has made available additional funding for the United Kingdom's share of the international monitoring system, which is to be established by the CTBT organisation.

Information Technology (Euro)

Mrs. Anne Campbell: To ask the Secretary of State for Defence what tenders his Department has put out to convert its information technology systems to be euro compliant; what are the cost and person hours required to convert the systems to handle the euro; and when he expects his Department's systems to be fully economic and monetary union compliant. [9462]

Mr. Arbuthnot: My Department and agencies will need to assess the impact that a single currency, assumed to be starting on 1 January 1999, would have on their information systems, whether or not the United Kingdom decides to participate in the third stage of economic and monetary union.

Young Service Personnel (Fatalities)

Mr. Simpson: To ask the Secretary of State for Defence how many of those under age 18 years in the United Kingdom armed forces have been killed in each of the last three years. [9298]

Mr. Soames: This is a matter for the chief executive of the Defence Analytical Services Agency. I have asked him to write to the hon. Member.

Extraterrestrial Phenomena

Mr. Ieuan Wyn Jones: To ask the Secretary of State for Defence if he will make it his policy to allocate resources to researching extraterrestrial phenomena. [9419]

Mr. Soames: I have nothing to add to the reply given by my right hon. Friend the Prime Minister on 17 October 1996, Official Report, column 1082.

Staff

Mr. Hain: To ask the Secretary of State for Defence how many (a) permanent and (b) non-permanent staff there have been in (i) his Department and (ii) executive agencies of his Department in each year since 1992. [9623]

Mr. Arbuthnot: I refer the hon. Member to the answer given on 25 November 1996, Official Report, columns 27-28.

Chilwell/Chetwynd Barracks

Mr. Tipping: To ask the Secretary of State for Defence (1) which establishments his Department plans to be covered by the area policing team based at Chilwell/Chetwynd barracks; [9692]

Mr. Soames: This is a matter for the chief executive of the Ministry of Defence Police. I have asked the chief executive to write to the hon. Member.
