Mr. Spearing: To ask the Secretary of State for the Home Department what request he has made, and what reports he has received, to or from the advisory committee for the Metropolitan police concerning the recent review of its support services. [10499]
Mr. Maclean: My right hon. and learned Friend has received regular reports from the Metropolitan police committee on the recent review of support services. He received a copy of the final report published on 4 November 1996, and has asked to be kept informed of progress on the implementation of the recommendations.

Sir Irvine Patnick: To ask the Secretary of State for the Home Department if he will make a statement on passenger handling arrangements at (a) Heathrow and (b) other United Kingdom airports. [10323]
Mr. Kirkhope: Paragraph 27(1)(a) of schedule 2 to the Immigration Act 1971 requires that carriers disembark passengers from ships and aircraft in accordance with arrangements approved by the immigration service. These arrangements invariably include a requirement that passengers who are not European Union--European Economic Area nationals be presented in an orderly manner to the immigration officer for interview. This requirement is met in a variety of ways at different locations, reflecting the different traffic patterns and accommodation configurations which exist. At Heathrow airport, carriers have engaged a private security firm to carry out this function on their behalf.
Mr. Alex Carlile: To ask the Secretary of State for the Home Department what representation he has received on problems arising from the granting of special hours certificates under section 77 of the Licensing Act 1964 as extensions to standard licences; what plans he has to alter the licensing arrangements; and if he will make a statement. [10517]
Mr. Kirkhope: We have received a number of representations from the licensed trade about a 1995 Crown court judgment, whose effect appears to be to restrict premises which hold a special hours certificate from operating as public houses during the day and as discotheques at night. I understand that a test case, sponsored by the trade, received judgment in the High Court on 16 December, and that the plaintiffs have been given leave to take the matter to the Court of Appeal. We shall continue to monitor developments closely, and will

consider whether action is needed in the light of the decision of the courts.
Mr. McNamara: To ask the Secretary of State for the Home Department for what reasons remand prisoners are not entitled to receive (a) the Irish Times, (b) the Irish News, (c) the Irish Press and (d) the Belfast Newsletter. [10637]
Miss Widdecombe: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.
Letter from Hugh Taylor to Mr. Kevin McNamara, dated 13 January 1997:
The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent Question about the supply of Irish papers to prisoners.
Prisons provide, at public expense, one newspaper for every ten prisoners, taking into account the preference of prisoners and the need to provide as full a range of newspapers as possible. Additionally, prisoners can receive newspapers directly from publishers, newsagents or booksellers, either at the order of relatives or friends or by payment from prisoners' private cash or prison pay. For unconvicted prisoners the supply of newspapers at their own expense is specifically provided for in the Prison Rules and there are no particular restrictions on the four titles you mention.
Mr. Michael: To ask the Secretary of State for the Home Department if he will list the aggregate of (i) each police authority's capped expenditure limit or in the case of the Metropolitan police the estimated budget requirement, (ii) police rule 2 grant for additional police officers and (iii) police rule 3 grant for (a) each individual police authority, (b) each class of police authority and (c) all police authorities in 1996-97 and 1997-98 and the change in each in pounds and as a percentage.
