Mr. Nicholas Winterton: To ask the Secretary of State for Transport what assessment he made of the relative merits of (a) traffic reduction and (b) congestion reduction measures prior to giving backing to some aspects of the Road Traffic (Reduction) Bill; and if he will make a statement. [16014]
Mr. Watts: We believe that any such assessment are for local highway authorities to make, taking local circumstances into account. In practice, strategies for addressing the problems consequent on traffic growth need to encompass a variety of measures to influence demand, improve traffic flow and improve accessibility. The relative balance will depend on specific local circumstances.
Mr. Winterton: To ask the Secretary of State for Transport what progress has been made to date by the Standing Advisory Committee on Trunk Road Assessment in its examination of the relationship between traffic growth, transport investment and economic growth; when he expects to receive the report of that committee; and if he will make it his policy not to proceed with, or facilitate the progress of, legislation in this area until such time as that report has been received and studied by his Department. Mr. Watts: The Standing Advisory Committee on Trunk Road Assessment started its examination of the relationship between traffic growth, transport investment and economic growth at the end of last year and is expected to report its findings at the end of 1998.
Meanwhile, the Government will continue to promote or support such transport legislation as they consider appropriate, taking account of the available evidence.
Mr. Donohoe: To ask the Secretary of State for Transport (1) what research his Department has (a) commissioned and (b) evaluated relating to the relative effectiveness of a learner driver learning to drive with a professional instructor or a member of the learner driver's family; [16333]
Mr. Bowis: We have commissioned the university of Surrey to compare the effects of formal and informal training of learner drivers. The contract was awarded in August 1995 and is due for completion by August 1998. The estimated cost is £269,000.
The objectives of the research are: (a) to compare the experience gained and instruction given in the course of (i) professional driving lessons and (ii) practice with friends and relations; (b) to monitor the progress of drivers engaged in learning to drive using each method in isolation and a mix of the two methods; (c) to identify

differences in the level of skill, performance and situational awareness of the different groups and how this changes over time; and (d) to develop recommendations for driver training and practice.
Mr. Dafis:
To ask the Secretary of State for Transport (1) what is the forecast Government expenditure for each of the next three decades for each of the design, build, finance and operate road contracts that have been let or are part of the current trunk roads programme; [15451]
(3) what are his Department's forecasts for daily vehicle usage for each of the next three decades for each of the roads covered by a current or planned design, build, finance and operate contract. [15453]

Letter from Lawrie Haynes to Mr. Gordon Prentice, dated 19 February 1997:
The Secretary of State for Transport has asked me to reply to your recent question asking what criteria he uses to decide which lengths of motorway are lit.
The decision whether to light in a particular case is taken following consideration of a full appraisal of the proposed scheme. This includes an economic assessment of the capital, maintenance and energy costs set against the potential savings as a result of the reduction in night time personal injury accidents, calculated over the life of the lighting scheme. A full assessment of the environmental factors is taken into account.
Mr. Keith Hill: To ask the Secretary of State for Transport if he will list the total investment and planned investment by London Transport in (a) London Underground core business, (b) London Buses, (c) tendered bus division, (d) docklands light railway, (e) new lines and extensions, and (f) other matters in each year between 1978 and 1999-2000 in (i) cash prices and (ii) 1996-97 prices. [16026]
