The Chancellor of the Exchequer has asked me to reply, as Director of the Office for National Statistics, to your recent question concerning the approximate date when he expects the completed figures for January 1997 deaths from pneumonia, influenza and bronchitis to be available, and whether he will make arrangements for the completed figures to be placed in the Library.
Final figures on monthly deaths from pneumonia, influenza and bronchitis will not be available in published form until the end of 1998. Reasonably usable (unpublished) data for deaths in January 1997 from these conditions should be available by the end of March 1997. These should differ only slightly from the definitive figures to be published next year.
Whereas it would be possible to give a virtually complete figure for deaths registered in January 1997, figures for actual occurrences in January would be low because of the delay between the event and its registration. The registration figures for January would include deaths that occurred in the preceding December and earlier.

The Chancellor of the Exchequer has asked me to reply, as Director of the Office for National Statistics, to your recent question concerning the number of cases of gatroschisis per 1,000 births in each year since 1970.
The table below shows data for Anomalies of Abdominal wall (International Classification of Diseases 9th revision code 756.7) which include exomphalos, gastroschisis and prune belly
(syndrome). Gastroschisis figures are only available separately at a disproportionate cost. The data are shown from 1979, as before then it was not available on a comparable basis. The rates are calculated per 10,000 live/stillbirths.

You also asked for the incidence of gastroschisis per 1,000 births for each health authority area for the most recent year for which figures are available. This information is available in Table 4A of the Annual Reference Volume publication: Series MB3 no. 9 Congenital Malformation Statistics 1993, a copy of which is available in the House of Commons Library.
The table shows data for Anomalies of abdominal wall (International Classification of Disease 9th revision code 756.7) under the heading of exomphalos, gastroschisis. Again, figures dealing solely with gastroschisis are not available except at disproportionate cost.

Mr. John D. Taylor: To ask the Secretary of State for Northern Ireland how many persons were killed in Northern Ireland due to the civil disturbances between 12 August 1970 and 11 February 1992; and how many of these deaths have been attributed to the Provisional IRA. [15341]
Sir John Wheeler: Deaths due to the security situation between 12 August 1970 to 11 February 1992 totalled 2,952.
Attribution to specific organisations is not available, but 1,746 of the above deaths have been attributed to republican organisations.
Mr. Martyn Jones: To ask the Secretary of State for Northern Ireland what assessment his Department had made of the presence of (a) hazardous materials and (b) ozone-depleting substances within those buildings his Department occupies; and if he will make a statement. [16313]
Mr. Moss:
The policy statement on green housekeeping for all Northern Ireland Departments published in March 1993 requires the removal of all materials containing asbestos products from Northern Ireland civil service buildings whenever they present a

hazard and also requires the use of alternative materials in all future building projects carried out for the service. It also requires that the use of products containing chlorofluorocarbons, halons, carbon tetrachloride or 1.1.1. trichloroethane are eliminated in the Northern Ireland civil service. Additionally, suppliers of goods and services are required to comply with the guidance set out in the publication "Selling to Government" produced by the Department of the Environment. This contains specifications about hazardous materials and ozone-depleting substances and all Departments are obliged to comply with these requirements.
Departments have in place safety management systems which promote the concept of risk assessment. Within this system, premises are assessed for hazardous materials.

The assessments are reviewed on an annual or bi-annual basis to ensure that they are valid.
The policy of NI Departments on ozone-depleting substances is that they are no longer purchased and that they be reduced and ultimately their use in government buildings eliminated. Fire extinguishers containing halon are being removed, disposed of safely and replaced with ozone-friendly alternatives. There is a programme of replacement of fridges and freezers which contain CFCs and only CFC-free insulation materials are used.

To ask the Secretary of State for Northern Ireland how many questions were tabled for reply by his Department in each Session since 1979-80; in how many instances in each year the reply has been that providing the information involved disproportionate cost; and in how many instances in each year questions have been given the reply that the information was not available centrally. Figures for the Sessions 1979-80 to 1981-82 are not available. A list of the number of written and oral Parliamentary questions answered by this Department in the Sessions 1982-83 to 1995-96, as supplied by the parliamentary on-line information service unit, has been placed in the Library.
