Teachers (Wandsworth)

Environmental Auditing

Mr. Martyn Jones: To ask the Secretary of State for Education and Employment, pursuant to her answer of 20 November 1996, Official Report, column 553, if she will make a statement on the impact of the schools

environmental assessment method on the work of schools in respect of their evaluation of their environmental impact. [20308]

Mr. Robin Squire: The schools environmental assessment method--SEAM--was published in October. SEAM is being used by local authorities in environmental education and energy conservation outreach to schools. The 480 eco-schools participating in the green flag award scheme run by the Tidy Britain Group and sponsored by the Department of the Environment have been sent copies of SEAM so that they can take their environmental assessment further. Having carried out an initial SEAM assessment schools are encouraged to continue environmental monitoring. The Building Research Establishment is at present sending all schools a free copy of its software "The School Toolkit" which enables easy environmental monitoring by pupils or staff. These initiatives together with the work of groups like Learning Through Landscapes and Groundwork provide a framework for schools to evaluate, monitor and improve their environmental impacts.

Mr. Jones: To ask the Secretary of State for Education and Employment, pursuant to her answer of 20 November 1996, Official Report, column 553, what percentage of schools met the revised energy targets for new school buildings included in the schools environmental assessment method; and if she will make a statement. [20309]

Mr. Squire: The information requested is not collected centrally for all schools.

However, of a recent sample of schools in five LEA areas 78 per cent. were below the highest band of energy consumption recommended for existing schools, and 58 per cent. were below the highest band recommended for new schools.

It is hoped that schools whose energy consumption is above the maximum recommended bands will be encouraged by SEAM to adopt no-cost good housekeeping measures or low-cost energy saving measures to reduce their energy consumption.

Teachers

Mr. Stevenson: To ask the Secretary of State for Education and Employment what was (a) the average age of teachers entering the state and maintained sector, (b) the average age of teachers in that sector and (c) the youngest and oldest teachers who took voluntary redundancy or early retirement (i) in the latest year for which figures are available and (ii) in 1989-90. [20215]

Mrs. Gillan: The average age of new entrants and the average age of all teachers in the maintained nursery, primary, secondary and special sector is as follows. The youngest age at which a teacher may be granted premature retirement is 50, and the oldest 64, and those are the ages of the youngest and oldest teachers granted premature retirement in the two years in question. The Department does not collect information on voluntary redundancies.

Departmental Expenditure Plans

Mr. Bryan Davies: To ask the Secretary of State for Education and Employment what changes have been made to her Department's expenditure plans in consequence of the initial claim for additional grant in aid submitted by the Further Education Funding Council in respect of demand-led element enrolments. [20164]

Mr. Paice: The initial claim from the Further Education Funding Council, of £82 million in this financial year has been met in full by the Department. This has been managed by drawing on existing underspends across a range of DfEE budgets. The underspends which have been used to meet the initial claim would otherwise have been returned to the Exchequer at the end of this financial year.

Internet

Sir Cranley Onslow: To ask the Secretary of State for Education and Employment what guidance her Department is providing to schools regarding the supervision of access to the Internet by pupils. [20196]

Mr. Robin Squire: At the Department's request the National Council for Educational Technology has published guidance for teachers and parents on the use of the Internet. Through its network of curriculum IT support projects, the Department has also funded the development of materials to support teachers in the use of technologies such as the Internet in the delivery of national curriculum subjects.

The Government are also supporting the evaluation of the educational potential of new technologies and models of implementation through their piloting programme, the Education Department's superhighways initiative. Several of these projects are piloting the use of the Internet, including Internet services designed specifically for schools. The outcomes of these evaluations will be made available later this year, accompanied by guidance for schools on purchasing and good practice in the use of new technologies.

Private Finance Initiative

Mr. Timms: To ask the Secretary of State for Education and Employment, pursuant to her answer to the hon. Member for Darlington (Mr. Milburn) of 6 March, Official Report, column 706, if she will provide figures for her Department's PFI projects in the same form as used by the Parliamentary Secretary, Lord Chancellor's Department, in his answer to the hon. Member for Darlington of 6 March, Official Report, columns 692-93. [20384]

Mr. Robin Squire: I refer the hon. Member to the reply I gave the hon. Member for Darlington (Mr. Milburn) on 6 March, Official Report, column 706. The estimate in table 5.5 of the "Financial Statement and Budget Report 1997-98" is based on the aggregate potential for PFI in the Department's and Employment Service's own estates and infrastructure; it is not yet directly attributable to specific projects, other than the two

which have already been concluded. These projects are not yet fully operational and their details therefore remain commercially sensitive.
