Eight Bills have been sponsored by my Department in the last 15 years; Seven have so far been passed by Parliament, as follows: one in 1983, one in 1988, one in 1990, one in 1991, two in 1993, one in 1994.

The rate support grant system was replaced in 1990-91 by one that provides central Government support to local authority revenue expenditure by way of revenue support grant and

redistributed non-domestic rates. The allocations in respect of the Vale of Glamorgan for the years requested are given in the following table:

Mr. Sweeney: To ask the Secretary of State for Wales what is (a) the average sum per pupil and (b) the average percentage of the general schools budget allotted by each local education authority in the current financial year for (i) money allocated to schools via age-weighted pupil units, (ii) premature retirement compensation, (iii) school transport, (iv) statementing and support for statemented pupils and (v) school meals, net of income. Mr. Jonathan Evans: Local education authorities must allocate at least 80 per cent. of the aggregated schools budget on the basis of pupil numbers. To break down the ASB on the basis of age-weighted pupil units could be done only at disproportionate cost. Details of the other elements, of all of which are retained centrally by the local authority are as follows:

Mr. Wigley:
To ask the Secretary of State for Wales what is the earliest possible commencement date for the construction of the bypass for Llanllyfni, Penygroes and Groeslon on the A487 in Gwynedd. [20744]
Mr. Hague:
All major schemes--those costing over £3 million--in the forward trunk road programme have been reviewed in the light of the spending priorities I announced in the House of Commons on 12 December 1996, columns 405-19, on public expenditure in Wales in 1997-98. The competing priorities of individual schemes have been reassessed given the limited resources available. Details of the revised forward trunk road programme will be published on 20 March in the Welsh Office's departmental report. Copies of the report will be placed in the Library of the House.
