Highlands and Islands Enterprise

Mr. Galbraith: To ask the Secretary of State for Scotland what (1) provision Highlands and Islands Enterprise has made to run the proposed Cairn Gorm funicular in the event of the failure of the Cairn Gorm Chairlift Company; [21191]

Mr. Kynoch: These are operational matters for Highlands and Islands Enterprise. I will ask the chairman of that organisation to write to the hon. Member.

Payment of Bills

Mr. Betts: To ask the Secretary of State for Scotland what percentage of bills to his Department for the financial year 1995 to 1996 were paid (a) in accordance with agreed contractual conditions and (b) within 30 days receiving goods and services or the presentation of a valid invoice where no contractual conditions applied. Lord James Douglas-Hamilton: I refer the hon. Member to the answer given by my right hon. Friend the President of the Board of Trade on 18 July 1996, Official Report, columns 613-14. Any additional information could be obtained only at disproportionate cost.

Prison Secure Unit

Mr. Foulkes: To ask the Secretary of State for Scotland what plans he has to set up a secure unit in a Scottish prison; and if he will make a statement. [21037]

Health Service Commissioner

Ms Rachel Squire: To ask the Secretary of State for Scotland how many full-time equivalent support staff were provided to the health service commissioner for Scotland in each year since 1992. [21055]

Lord James Douglas-Hamilton: The posts of Health Service Commissioner for Scotland, for England and for Wales and the post of the Parliamentary Commissioner for Administration are all held by the same person. I understand that support services for those posts are provided from a central resource and are not separately allocated.

Cairn Gorm Funicular Railway

Mr. Galbraith: To ask the Secretary of State for Scotland if Highlands and Islands Enterprise has authorisation to fund removal of the proposed Cairn Gorm funicular in the event of its failure. [21195]

Mr. Kynoch: My right hon. Friend has yet to complete his consideration of the request from Highlands and Islands Enterprise for approval of its proposed financial contribution to the cost of the funicular railway project. He is awaiting further information from Highlands and Islands Enterprise on the impact of the recently agreed visitors management regime on the project's financial projections. In considering the request for approval, my right hon. Friend will wish to be satisfied as to the financial viability of the project.

Trunk Road Projects

Mr. Wallace: To ask the Secretary of State for Scotland if he will list the trunk road projects proposed by his Department which have not yet started in (a) 1997-98, (b) 1998-99 and (c) 1999-00; and if he will indicate the estimated cost of each project in each financial year. [21542]

Class Sizes

Mr. Kirkwood: To ask the Secretary of State for Scotland how many pupils are in classes of 40 or over at (a) primary and (b) secondary level in each Scottish local education authority. [21541]

Mr. Raymond S. Robertson: There are no classes with 40 or more pupils at either primary or secondary level in Scotland.

Housing Waiting Lists

Mr. Kirkwood: To ask the Secretary of State for Scotland how many families in each housing authority area in the constituencies of (a) Roxburgh and Berwickshire and (b) Tweeddale, Ettrick and Lauderdale have been on waiting lists for local authority tenancies in each of the years 1979, 1983, 1987, 1991, 1993 and any subsequent years for which figures are available.
