Mr. Galbraith: To ask the Secretary of State for Scotland what (1) provision Highlands and Islands Enterprise has made to run the proposed Cairn Gorm funicular in the event of the failure of the Cairn Gorm Chairlift Company; [21191]
(3) what limit has been placed on the period within which Highlands and Islands Enterprise must find a new operator of the Cairn Gorm funicular if the Cairn Gorm Chairlift Company fails; [21193]
(4) if he will list those projects in Scotland which the Highlands and Islands Enterprise (a) has made proposals for and (b) is currently fully underwriting in the event of a failure by the existing operator. [21194]

Mr. Betts: To ask the Secretary of State for Scotland what percentage of bills to his Department for the financial year 1995 to 1996 were paid (a) in accordance with agreed contractual conditions and (b) within 30 days receiving goods and services or the presentation of a valid invoice where no contractual conditions applied. The posts of Health Service Commissioner for Scotland, for England and for Wales and the post of the Parliamentary Commissioner for Administration are all held by the same person. I understand that support services for those posts are provided from a central resource and are not separately allocated.

Lord James Douglas-Hamilton has asked me to reply to your question about whether there are plans to set up a secure unit in a Scottish prison.
Prisoners in Scotland are held in conditions appropriate to their security classification and there are no plans to set up any "special" secure units of the kind which exist in some other prison jurisdictions. At present there are relatively few security Category A prisoners in Scotland. They are held in a number of different prisons including the small units at Peterhead and Shotts Prisons. The units were set up to manage those prisoners who need for a time to be located out of the mainstream but are suitable for use by Category A prisoners as necessary. Otherwise such prisoners are integrated within the secure prison system.

Mr. Kynoch:
My right hon. Friend has yet to complete his consideration of the request from Highlands and Islands Enterprise for approval of its proposed financial contribution to the cost of the funicular railway project. He is awaiting further information from Highlands and Islands Enterprise on the impact of the recently agreed visitors management regime on the project's financial projections. In considering the request for approval, my right hon. Friend will wish to be satisfied as to the financial viability of the project.
