ENFORCEMENT MEASURES FOR THIRD COUNTRY FISHING FLEETS

8.   We have given further consideration to the following on the basis of further information from the Government. We maintain our opinion[14] that it raises questions of political importance. We make no recommendation for its further consideration, but maintain our suggestion that it would be relevant to the debate we are recommending on (17704)--, on total allowable catches and quotas for 1997:--

      Background

        8.1  When we considered the Commission report we suggested that it would be helpful to have a balance sheet indicating the waters in which third country vessels have quotas and their permitted tonnage, and third country waters in which Community countries have quotas and their permitted tonnage. This information has now been provided by the Ministry of Agriculture, Fisheries and Food and is printed below.

        Conclusion

        8.2  We welcome this information, which will be helpful in assessing the respective rights of Community vessels in third country waters and third country vessels in Community waters. It will also help assess measures needed for the conservation of fishery resources in those Community waters where third country vessels have fishing rights. This new information confirms our view that the report will be relevant to the debate we are recommending on the Floor of the House on total allowable catches and quotas for 1997.
