        That this House believes that the Education Bill is not an acceptable and effective measure unless it focuses on clauses related to the improvement of discipline, baseline assessment and targets in schools, the regulation of supply teachers, inspection of local education authorities, careers guidance and the merger of the School Curriculum and Assessment Authority and the National Council for Vocational Qualifications; adds clauses to reduce infant class sizes to a maximum of 30, to introduce a General Teaching Council to promote and regulate the teaching profession and to establish the means to ensure that every 11 year old without a special educational need reaches level 4 in national reading tests; and removes those divisive proposals which reduce parental choice, extend the taxpayers' subsidy of private schools and undermine the efficient planning of school places.

        That this House declines to give a Second Reading to the Education Bill which will increase a selective system where there is a more exclusive education for the few and an inferior education for the majority; promotes the failing, divisive, two-tier policy of grant maintained status; will require the expansion of the similarly divisive Assisted Places Scheme; fails to replace the bureaucratic nursery voucher scheme with measures to introduce high quality early years education for all three and four year olds whose parents want it; and fails to address the need for increased investment in education and the introduction of measures to raise achievement for all.

2 EDUCATION BILL [MONEY]:  Queen's Recommendation signified.

        That, for the purposes of any Act resulting from the Education Bill, it is expedient to authorise the payment out of money provided by Parliament of--
          (a) any sums required by the Secretary of State for the payment of grants under the Act;
          (b) any administrative expenses incurred by the Secretary of State in consequence of the Act; and
          (c) any increase attributable to the Act in the sums so payable under any other Act.
          To be decided forthwith, pursuant to Standing Order No. 50A(1)(a).
3 PUBLIC ACCOUNTS COMMISSION
