1 WINDFALL TAX

        That this House deplores the dangers and injustices inherent in the concept of a windfall tax on the privatised utilities and condemns a tax that would hit consumers, shareholders and pensioners while damaging the credibility of the United Kingdom as a stable regime for inward investment.
        As an Amendment to the Prime Minister's proposed Motion (Windfall Tax):

        Line    1,    leave out from 'House' to end and add 'notes the plight of unemployed young people and the long-term unemployed and welcomes the Labour Party's initiatives to deal with these problems, to be financed by a windfall levy on the excess profits of the privatised utilities.'.
          The Speaker will put the Questions necessary to dispose of proceedings on the above Motion not later than Seven o'clock, pursuant to Order [15th November].
2 DEREGULATION

        That the draft Deregulation (Bills of Exchange) Order 1996, which was laid before this House on 28th October, be approved.
          The Deregulation Committee has reported on the proposal for this Order in its Nineteenth Report of Session 1995--96, HC 647, and on the draft Order in its Second Report of Session 1996--97, HC 91.
          To be decided forthwith, pursuant to Standing Order No. 14A(1)(a).
        On the Motion for the Adjournment of the House under Standing Order No. 9 Mr Jon Trickett proposes to raise the subject of Sports Council grants to the Cycling Federation.
