        That this House declines to give a Second Reading to the Wild Mammals (Hunting with Dogs) Bill which fails to recognise different levels of sensitivity concerning animal welfare in different parts of the country and which contains no provisions to allow local authorities to issue a licence setting aside the provisions in the Bill.
