 PRESENTATION AND GOVERNMENT POLICY
 Mr William Hague
Mr Peter Lilley
Mr Michael Howard
Mr Peter Ainsworth
Mr Richard Spring
Mr James Arbuthnot

That this House notes the view of the Committee on Culture, Media and Sport in its Fifth Report (HC 742) that the Department of Culture, Media and Sport is focused on trivial matters at the expense of important industries like tourism; believes this to be symptomatic of a Government which places undue emphasis on presentational issues in order to mask policy deficiencies; and deplores the culture of cronyism which is discrediting political life.

As an Amendment to Mr William Hague's proposed Motion (Presentation and Government Policy):
 The Prime Minister
Mr Secretary Prescott
Mr Chancellor of the Exchequer
Mr Secretary Cook
Mr Secretary Straw
Mr Secretary Smith

Line    1    ,    leave out from `House' to end and add `commends the Government for its progress on major matters of substance across all fields of responsibility, and in particular for its recognition of the cultural, social, educational and economic value of the areas of activity sponsored by the Department for Culture, Media and Sport, and for the concrete action taken across all parts of the Department's responsibilities over the last year to maximise that value; welcomes the outcome of the Comprehensive Spending Review, which provides for a significant investment in culture, sport, heritage and tourism alongside positive steps to reduce bureaucracy and ensure the most effective use of public money; and notes that this brings to an end a damaging period of real cuts presided over by the Opposition.'.
QUALITY OF LIFE IN RURAL AREAS
 Mr William Hague
Mr Peter Lilley
Mrs Gillian Shephard
Mr Tim Yeo
Mr Bernard Jenkin
Mr James Arbuthnot

That this House deplores the Government's continued failure to protect both the Green Belt and greenfield sites from excessive development; is concerned about how transport and housing policy is neglecting the needs of the countryside; condemns the recent government proposal to cut the discount available to council tenants exercising the right to buy; and calls on the Government to end its systematic attack on the quality of rural life.

As Amendments to Mr William Hague's proposed Motion (Quality of Life in Rural Areas):
 The Prime Minister
Mr Secretary Prescott
Mr Chancellor of the Exchequer
Mr Secretary Cook
Mr Secretary Straw

 Mr Paddy Ashdown
Mr A. J. Beith
Mr Matthew Taylor
Mr Richard Livsey
Mr James Wallace
Mr Paul Tyler

Line    1    ,    leave out from `House' to end and add `deplores the Government's failure so far to bring in effective new planning guidance to replace the last Conservative Government's failed policies of predict and provide that have led to the unnecessary development of greenfield sites; is concerned that in transport the Government is continuing the policy introduced by the last Conservative Government of escalating petrol prices without abolishing Vehicle Excise Duty for cars up to 1600 cc to help motorists who drive more fuel-efficient cars; calls on the Government to put in place policies to provide homes to rent in rural areas to tackle the rising rural homelessness caused by the Conservative policy of selling off council homes without allowing local authorities or housing associations adequate funds to replace them with affordable rented accommodation for rural families; and congratulates the Liberal Democrats for pursuing a consistent approach to helping rural people in all these areas whether under Conservative or Labour Governments.'.
