Make further provision for road traffic reduction targets; and for related purposes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
 

Meaning of "road traffic".     1. In this Act "road traffic" means traffic consisting of mechanically propelled vehicles on roads but excluding public transport.
 
Road traffic reduction targets.     2. - (1) It shall be the duty of the Secretary of State, subject to subsection (2) and with the aim of reducing the adverse environmental, social and economic impacts of road traffic, to set and publish in a report to Parliament national targets for road traffic reduction in the United Kingdom.
 
      (2) The Secretary of State is not obliged to specify targets under subsection (1) if he considers that other targets, or other measures, are more appropriate for the purpose of reducing the adverse impacts of road traffic, but in that case the report must explain his reasoning and include an assessment of the impact of the other targets or other measures on road traffic reduction.
 
      (3) In preparing the report the Secretary of State shall have regard to the adverse impacts of road traffic, including-
 
 
    (a) emissions of greenhouse gases;
 
    (b) effects on air quality;
 
    (c) effects on health;
 
    (d) congestion;
 
    (e) effects on land and biodiversity;
 
    (f) danger to other road users; and
 
    (g) other social impacts.
      (4) The Secretary of State shall, at such times as he deems appropriate but no less than once every three years, publish further reports on progress in reducing the adverse environmental, social and economic impacts of road traffic and in achieving any targets set and updating any targets set and assessments made under subsections (1) and (2).
 
      (5) The report under subsection (1) shall be published within 12 months of this Act coming into force.
 
Expenses.     3.There shall be paid out of money provided by Parliament any expenses incurred by the Secretary of State under or by virtue of this Act.
 
Short title and extent.     4. - (1) This Act may be cited as the Road Traffic Reduction (United Kingdom Targets) Act 1998.
 
      (2) This Act extends to Northern Ireland.
