Make further provision for energy conservation related to housing; and for connected purposes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
 

Issue of guidance to registered social landlords and to registered housing associations.     1. - (1) In section 36(2)(d) (issue of guidance by the Corporation) of the Housing Act 1996, for the words "and repair" there are substituted the words ", repair and energy efficiency".
 
      (2) In section 36A(3)(d) (issue of guidance by the Corporation) of the Housing Associations Act 1985, for the words "and repair" there are substituted the words ", repair and energy efficiency".
 
Energy conservation reports.     2. - (1) The Home Energy Conservation Act 1995 is amended as follows.
 
      (2) After section 2 (energy conservation reports) of the Act there is inserted-
 
 
"Duties of registered social landlords and registered housing associations in relation to reports.     2A. - (1) Where for the purposes of preparing or modifying a report under this Act an energy conservation authority requests from a registered social landlord or from a registered housing association information regarding the energy efficiency of their housing stock the said registered social landlord or registered housing association shall render such assistance as is reasonable in the circumstances.
 
    (2) In this section and in section 4 the term "registered social landlord" has the same meaning as in the Housing Act 1996 and the term "registered housing association" has the same meaning as in the Housing Associations Act 1985 and in the Housing (Northern Ireland) Order 1992.".
 
      (3) In section 4(2) (guidance by the Secretary of State) of the Act, for the words "what improvements in energy efficiency are to be regarded as significant" there is substituted-
 
 
    "(a) what improvements in energy efficiency are to be regarded as significant; and
 
    (b) the way in which energy conservation authorities, in discharging their functions under this Act, may request information from and co-operate with registered social landlords and registered housing associations".
Short title and commencement.     3. - (1) This Act may be cited as the Energy Conservation (Housing) Act 1998.
 
      (2) This Act shall come into force two months after receiving Royal Assent.
